THE WHITE HOUSE WASHINGTON 3 June 1945 MEMORANDUM FOR COMMANDER TYREE The attached summary was prepared at the direction of Captain Vardaman, in connection with the Prime Minister's 68 and 69, and to meet the suggestion contained in Winant's 2215. You will note that the President has already seen these messages. May I suggest that, in view of the fact that the U.S. Navy has never released any information on the loan of the U.S.S. MILWAUKEE to the Soviet Union, there would cer- tainly be a strong adverse public reaction if the first news on the MILWAUKEE's current status came from the Prime Minister, as he here proposes. Possibly he should be told that the first public announcement on the loan of allied shipping to Russia should be a joint one. Very respectfully, GEORGE m. M. ELSEY Lieutenant, U.S.N.R.
