- 2 - We have informed our Ambassador in Seoul that we believe it inadvisable for him and members of his staff voluntarily to become hostages of the North Korean forces, and we have directed him to leave Seoul to join the South Korean Government before departure becomes impossible. We have also expressed our surprise to the Yugoslav Ambassador here over the Yugoslav abstention from the major portion of the Security Council's Korean resolution. We pointed out to the Ambassador that there is no question that the North Koreans invaded the south without provocation, and we stated the vital importance of prompt and effective Security Council action in such cases. We have directed our Ambassador in Belgrade urgently to reiterate these considerations to the Yugoslav Foreign Office. In conversations with our Ambassadors in Paris and The Hague, Dutch Foreign Minister Stikker and a ranking French Foreign Office official have stressed the need for drastic US action in Korea. Both officials believe that the USSR does not want war and would back down if strong and immediate counteractions were taken. Stikker stressed that the consequences should the US "permit" South Korea to fall would be disastrous for all Asia, which the western world could "write off forever. " The French Foreign Office official likewise stated that the loss of Korea would "irretrievably impair " western prestige, and he likened the present situation to Hitler's tactics in 1938.
