My dear Mr. President:
Although Delegate Farrington's Bill H.R.49, provid-
ing for statehood for Hawaii has been reported out favor-
ably by unanimous vote of the House Public Lands Committee,
Chairman Welch tells me that he is having some difficulty
in securing a rule which will allow it to come to the
floor promptly.
It would be very helpful if you would speak to
Minority Leader Rayburn on this, and ask that he do what
he can to get the bill up promptly.
