Memorandum for: Robert A. Lovett

The President
I read the memorandum regarding the Israel
request for $100 million loan and I sincerely
hope that there will not be a flat turndown
until further consideration has been given by
the World Bank.
Of course, I don't want any loans made that
are not proper for the Bank to make but this
situation has all sorts of implications.
Sometime in the not too far distant future I'd
like to have a conversation with you on the
subject and incidentally on several other subjects
about which I do not want to talk with the Secretary
because of their political implications.
