Reference DEPTAR 88628 of 13 Äug, I herewith submit
repor t number 25 of the United Nations Command operations
in Korea for the per iod T-15 Jul inclusive. United Nations
Command communiques numbers 931-945, inclusive, appended
hereto, provide detailed accounts of these operations.
The preceding report quotes a United Nations
Command message broadcast on 30 June to the Commander in
Chief, Communist forces in Korea, stating that I had been
informed that he might desire a meeting to discuss an
armistice in Korea. On the first day of Jul there was
broadcast by Peiking rádio a joint message from Generals
Kim 11 Sung of the North Korean Army and Peng Te-Huai of
the Chinese Communist Army, that their representatives
would meet with mine for the conduct of talks concerning
the cessation of military action. Their msg proposed 10
Jul as the date of the meeting and Kaesong near the 38
parallel as the place.
On 3 Jul, calling attn to the fact that delays in
initiating the meeting would prodong the fighting and
increase the loss of life, I proposed that Hiaison officers
from my headquarters confer with the ir Tiaison officers
on 5 Jul to insure satisfactory arrangements for the first -
meeting of the accredited representatives. Peiiping radio
on 4 Jul broadcast the 2 Communist commanders agreement to -
this proposal except for the date which they suggested be
Jul. Several further exchanges of messages regarding
related details led to the meeting of the liaison officers
at Kaesong on 8 Jul at which time arrangements were
discussed for the first conference of the delegations of
both forces to be held 10 Jul.
