Text of a telegram from Mr. Bevin to Lord
Halifax dated October 19th, 1945.
TOP SECRET AND PERSONAL
You will know from my telegram No. 10440 that
the Prime Minister suggested to the President an early meeting
at which the international aspects of atomic energy could be
discussed with the President and Mr. Mackenzie King. The
President replied on Wednesday suggesting a meeting at any
time before October 27th or between November 5th and November
14th. After discussion with Mr. Mackenzie King the Prime
Minister has telegraphed proposing November 11th.

Some public announcement will have to be made and
we are anxious that terms of the announcement and its timing
should be carefully concerted with the American authorities.
The Prime Minister has therefore told the President that he is
asking you to get in touch with the President on this matter.

As regards the terms of the announcement we suggest
that it would be best to say that, as already foreshadowed in
statements by the President arrangements are being made for a
discussion to take place between the President, the Prime
Minister and Mr. Mackenzie King on the whole problem of atomic
energy.
4.
As regards timing, we feel that an announcement
ought to be made early in November some days before the Prime
Minister leaves this country. There may well be a demand for
a debate in Parliament on aotmic energy before the Prime Minister
leaves. This we would resist. But since the visit is bound to
become known it seems to us that it would be best to announce it
beforehand and thus avoid any impression that we wished to
treat it as secret.
