CO SUMMARY
August 24, 1945

(ROBERT) LOVETT (War Department) to CORCORAN, stating that the answer
came back and the theater commander has frozen all promotions, but
General BILL HALE says there will be exceptions in the future and he
thinks "this boy" will be in one of the exceptions. CORCORAN asks
if LOVETT knows what is going to happen on the deployment of those
forces. LOVETT doesn't know but he says everybody will be out of the
M.T.O. (Mediterranean Theater of Operations) except two divisions by
December, but some units may be reassigned to Austria and "this boy's"
past service would not make him useful in Austria. CORCORAN asks if
the Quartermaster's Corps couldn't do something for this boy. LOVETT
says he is attached to Quartermaster's Corps and temporarily assigned
to the Air Corps. LOVETT thinks the only one to help is the theater
commander and the best thing to do is to wait and see the effects of
the letter. O.K.

MR. KINGSLEY, New York, to CORCORAN advising that he got a half dozen
pair with nylon tops and will send them. CORCORAN said he hears
KINGSLEY and JOE WALLACE are buying for India. KINGSLEY says he
doesn't know whether it will be practical or not. CORCORAN says he
things "they will break the Sterling Block" and the price of it will
be a hell of a loan from this country, a few billion at no interest
for a 100 years, but it will mean India will be open. KINGSLEY says
he guesses those boys aren't putting it over as much as they were.
CORCORAN says it is getting a little harder. KINGSLEY says he thinks
TRUMAN is smart enough not to be buffaloed and that JIMMIE (BYRNES)
will do a good job on them.

WORTH CLARK to RALPH QUINTER (phonetic). QUINTER told CLARK that
JIMMY (JAMES M. ?) PROCTOR's (Associate Justice of D. C. Court) name
is on the list at the White House for appointment to the Court of
Appeals and QUINTER wondered if CLARK could do anything for PROCTOR.
CLARK at first said there was nothing he could do, but he then
conversed with someone in the office and then told QUINTER that he
thought "we" can do something to push it through and "we'll" go to
work on it right away.

CORCORAN to ED PRICHARD at Treasury Department. CORCORAN said "your
friend" (JAMES) CLEMENTS (Senator PEPPER's office) is calling "me"
about someone else; that he called "me" to put over a priority for
a fellow named (ARNOLD) KIEHN who is going out with the Chinese
Military Mission as a liaison man with the Chinese Army. CORCORAN
said that KIEHN's passport has been cleared for the trip, and that
he (CORCORAN) has been handling the Chinese end of it for CLAUDE PEPPER.
CORCORAN said that HARRY WHITE, at Treasury, had promised PEPPER that
if KIEHN's passport was cleared about $100,000.00 of KIEHN's funds which
are tied up at Treasury in Foreign Funds would be released. CORCORAN
said that KIEHN's priority is for tomorrow or Sunday but that HARRY WHITE
is out of town until Monday and won't be able to do anything about re-
leasing the funds. CORCORAN asked PRICHARD to do something about it.
PRICHARD asked who knows about it "over here" and CORCORAN said that
