Schwartz Subject: Chinese Nationals Located in the United States, with U.S. assets of $100,000 or more on June 14, 1941, as Reported in the TFR-300 Census. In accordance with your request, as set forth in a memorandum of August 13, 1951 from Mr. Rains to me, I am attaching a tabulation compiled from TFR-300 reports showing Chinese nationals located in the United States on June 14, 1941 with U.S. assets of $100,000 or more. Chinese "nationals", as defined in the TFR-300 Census, included: (1) individuals domiciled in, or subjects, citizens or residents of China at any time on or since June 14, 1941; (2) organizations which were organized under the laws of, or had their principal place of business in China, or which were controlled by, or a substantial part of their securities or obligations were owned by Chinese nationals on or since June 14, 1941; and (3) persons to the extent that they were acting on behalf of Chinese nationals on or since June 14, 1941. Individuals who were domiciled in and resided only in the United States at all times since June 17, 1940 were considered generally licensed nationals (unless otherwise designated) and were exempt from the reporting requirements. Thus, reports were filed with respect to Chinese nationals in the United States only if the individuals did not qualify as generally licensed nationals or if the reports were actually filed un- necessarily. It can readily be seen that the Census did not purport to cover all assets owned by Chinese located in the United States. It is im- possible, however, to estimate the unreported portion or to be certain as to the completeness of information regarding those for whom some reports were filed. The attached list includes the names of 26 Chinese nationals located in the U.S. who on June 14, 1941 owned U.S. assets amounting to a total of almost $145 million. The table shows names, addresses, type of person (individual, corporation, partnership, etc.), place of incor- poration (where organized or principal place of business, if unincorporated), total assets, and assets broken down as to type (bullion, currency and de- posits; financial securities, U.S. and foreign; notes, drafts and debts; and other). It should be noted that this compilation is not additive to the data submitted to you on August 2, 1951 showing the U.S. assets of $100,000 or more owned by Chinese nationals located in China.
