Dear Eppstein:
I am enclosing copy of a proposal which has been
placed before the American Council on Nato by Mr. Nicolas
de Rochefort for the establishment of an Information and
Liaison Center of Nato Countries Veterans Associations.
I am also enclosing copy of my letter to Mr. de Rochefort.
It has seemed to the officers of the American
Council on Nato that this proposal has very real possi-
bilities. However, I am not at all sure that Mr.
de Rochefort commands sufficient influence to carry it
very far. I think, however, that it worth a brief dis-
cussion by our Council.
