MEMORANDUM FOR THE PRESIDENT
SUBJECT:
Draft Of Presidential Message To Congress On
Special Programs Of Immigration And Aid To
Refugees From Communism
The only direct effect of the special immigration proposals,
as far as this Agency is concerned, will be the requirement to
conduct name checks and other investigations. This work was
carried out in the case of the Displaced Persons Act of 1948 as
amended, and the Internal Security Act of 1950, and the machinery
is established to carry out these responsibilities under the
proposed legislatione
Indirectly this Agency is interested in proposals which
contain appropriate security safeguards and which lend substance
to the impression among potential defectors from the Soviet orbit
that if they flee from tyranny they will have a reasonable chance
for a new life in a new world. As between the original suggestion
of 300,000 additional immigrants over three years, and the State
Department proposal for the use annually of roughly 60,000 unused
quota numbers each year for five years, the choice might best be
