URGENT MESSAGE FOR RADTO TELETYPE TO KEY WEST

I am forwarding such Agency replies as I have received up to this
time on the message draft and State Department memorandum which I circulated
yesterday. This includes replies from the Displaced Persons Commission,
Harriman's office, Budget Bureal, Defense and Federal Security. Labor, Justice,
CIA and PSB comments will be teletyped to you as they arrive.
I am also sending a copy of a letter from Julius Edelstein commenting
on portions of the draft I showed him yesterday. Most or all of his suggestions
I believe can be accepted, though simpler language could be used in several
instances. I will talk to you or Lloyd about this by telephone.
