My dear Mr. Latta:
The Congress has enacted H.R. 2287, "For the relief of
Susan S. Wiseman."
The bill proposes to pay the sum of $1,525.50 to Mrs.
Susan S. Wiseman in full settlement of all claims against the
United States for personal injuries sustained, and medical and
other expenses incurred, as the result of a collision between
a Navy ambulance and the car in which she was riding, on De-
cember 23, 1943.
It appears that on the date in question a Naw ambulance,
operated by an enlisted man on official business, was proceed-
ing in a southerly direction on Figueroa Street, Los Angeles,
California, at an excessive rate of speed. The ambulance was
not equipped with either a red light or siren as required by
California statutes. At the same time a Chevrolet sedan, in
which the claimant was riding as a passenger, was proceeding
in a westerly direction on Thirtieth Street approaching its
intersection with Figueroa. As the civilian car entered the
intersection, with the green traffic signal in its favor, the
Navy ambulance entered, against the red traffic signal, and col-
lided with the civilian sedan.
As a result of the accident Mrs. Wiseman, who was 40 years
of age, sustained contusions and abrasions of the legs and body
with marked tenderness of the right rib cage. The medical evidence
indicates that complete recovery without any disability is expected.
Mrs. Wiseman incurred medical and other expenses in the amount of
$131.50. She sustained loss of wages in the amount of $394. The
proposed payment, in addition to reimbursing the claimant for the
above losses, awards the amount of $1,000 as compensation for pain
and suffering.
The Navy Department, in reporting on the bill when it was
pending before the Congress, concluded that the accident and
