My dear Mr. Latta:
The Congress has enacted H. R. 4608, "For the relief of Mrs. Mary D.
Johnson."
It is the purpose of the bill to pay the sum of $43.80 to Mrs. Mary
D. Johnson of Florence, South Carolina, in settlement of her claim against
the United States by reason of damages caused to her automobile in an
accident which occurred at a street intersection in Florence, South Caro-
lina, on March 9, 1942.
It appears that, on the date in question, a car owned and operated
by the claimant, in which her husband, W. H. Johnson, and her brother,
James O. Doughen, were riding as passengers, had stopped at a red traffic
light at a street intersection; and that, while the car was standing,
it was struck in the rear by an Army truck operated by an enlisted man.
As a result of the accident, the claimant's car was damaged to the
extent of $43.80.
A facsimile of the enrolled enactment has been referred to the War
Department, and its reply, interposing no objection to the approval of
the bill, is attached.
There appears to be no question but what the accident was due to
the negligent manner in which the Government vehicle was operated.
I am authorized by the Director of the Bureau of the Budget to
recommend that the bill be approved.
