THE WHITE HOUSE
SUBJECT: Berlin
Attached is a preliminary version of my report on
Berlin.
I will revise this report in the light of discussion
with you and the Secretaries of State and Defense.
Recommendations and conclusions, which could serve
as a draft policy directive, will be included in the final
version of my report.
