Gen. Wheeler/Kissinger

K: I was just talking to the President on this business and one of his problems
is that all the principles have taken great care to protect themselves in
writing. He wonders about two things. If you flew every tactical thing
against this can you do some damage?
W: Oh, yes, and we are already but B-52's are more suitable.
K: He wants to get everyone together and see what we say
W: I understand State is taking a very negative view.
K: There was no positive view from your shop.
W: I was just brought a copy of his memo when the phone rang
K: If you were to fly every tactical airplan against this target would that help?
W: Yes but
K: It's not what you wanted.
W: They are flying now. We will do that anyway.
K: X You don't need authority on that. How long doxx you that think that
target will stay?
W: I can say that this morning
K: About the imminent attack
W: We cannot start for 24 hours. Godley has to get in touch with Luang
Prubang.
K: Let me see if kelcan get a meeting together. I think they should get
together face to face. In the meantime, will you send everything out against
them?
W: I will do that.
K: I am calling Laird right away. The President has authorized overflights.
You will hear it officially but I thought I'd let you know.
