Smith has that advisory panel in town--they were going to make another resolution on . P: With regard to , this is unanswerable isn't it? I said to this fellow we are not talking about Vietnam and Laos; we are talking about 10 years from now. The point is with regard to China, unless you have that China could blackmail any country in the Far East. K: The reasoning is unanswerable. And if India and other countries are going to get nuclear weapons 15 years from now, we wouldn't want to be at the mercy of some of these madmen. P: You might follow with a backgrounder on the Chinese. Say ;the P is not going to allow a billion Chinese with nuclear weapons and no commun- ication--that communication part will worry the hell out of the Ruesians. K: Elliot Richardson had lunch with Dobrynin--he said he is not worried about area defense. P: Two things: one, we are going ahead with ABM--I want no more discussion, and two, with regard to the China problem, we decided what we are going to do, and we are just going forward with it. K: I agree. P: There were five questions out of 18 on ABM. K: They're cranking up a big campaign. P: Smith and Rogers will say 'why didn't you say you were taking into account the peach negotiations I Bull!
