The situation is undoubtedly hard. K: Yes, and I've got an intercept here, which you have probably seen, which is R: Sure is. Well, there was a little colloquy between Rogers and Stewart on Nigerian sensitivities. K: If that blows, the P will blow with it. R: We think going about at the edge of the risk of counter-productivity including pushing as hard as possible, especially in the use of enclave airfields - want to be sure in going this far that I'm doing SO on the basis of what the P would want done. K: What you've done up to now, or going beyond? R: Well, keeping at it. K: My impression is you are doing what the P wants done. R: Emphasize the essentiality of an enclave airfield, and for Truehardt to go back to see Aida (?) again. K: If one million are dead and everybody screams, this will be necessary, don't you think? R: I think SO. K: And besides it's morally correct. R: No question about that. It's a tough problem - - what exactly produces the optimum results in reaching the relief problem. We can over-indulge our own concern at the cost. K: That is an argument we would be receptive to. R: I think I'm reflecting the P's concern in going as far as we've gone. K: That is my understanding. Others will be able to point at other things that don't show that same intensity. But my reading from having talked to him is what you just said.
