I guess Dave (Packard?) told you about the meeting this afternoon.
The President sort of preempted some of this in his press conference.
He was SO mad. Tie everyone down until we make a formal announce-
ment of what it is going to be.
L:
I told them I will present full program on the 18th of February as I
appear before the Senate Armed Services Committee. We are going to
stay with that line.
K:
Just say that and we will discuss rate then.
L:
On the irreversibility -- he tied himself up on that. We should say
something along the lines that we will always have security forces there
to protect our troops -- phase 2. We are way ahead of Clark Clifford's
goal. I don't like getting tied up with Clark Clifford's goal.
K:
We ought to downplay that. We are on our own schedule.
L:
Clifford's schedule had nothing to do with support forces, air force, etc.
and some day I am going to explain it to the President.
