Eban came up to me and said-- of course he won't say it in public and neither
will she--but he said we support what you are doing in Cambodia and we
understand it. We don't want the U.S. to become a helpless giant.
K: They've worked behind the scenes, we've found that out from
intercepts.
P: The guy who would say it publicly would be Rabin. He's very
tough. I wish he were our general. I think the whole staff should be
affirmative. They shouldn't be apologetic about the credibility gap--there
is none. Why are they SO defensive? Or are they so?
K: When they come to you it's with a problem. And some are
just shell shocked by the violent attack that's been launched.
P: When we look back on these two or three weeks, people say if
only Kent State hadn't happened, or if only Sihanouk hadn't left. But maybe
it's best to have it all happen at once. Only then can we develop a coherent
policy for things as they are going to be.
K: People are feeling sheepish over the emotional binge after
Kent State.
P: What about your call from Vance?
K: McNamara had said he had been trying to quiet him down and didn't
succeed, but he said there's a limit to what I can back off from. He said what
can I say.
P: Did you tell him not to say anything for a change?
K: I said if there's a conflict between the students and the hard hats,
the hard hats are going to win.
P: Good.
K: Then I kalke took a crack at Kingman Brewster. I said'I thought
your policy was a disaster, but I never said anything against it. I tried to
help you. I He said X the only thing he would say in the next months would be
on ceasefire.
P: That's okay. I'm not as pessimistic as I was.
K: I think it's going to be the maxxix making of your Administration.
