K: He did too. The membership is roughly the same. I can't swear that
these departments have not reorganizaed themselves. It's true that State has
a Cambodian Task Force. They always have a task force for something.
That quote from a senior State Dept. official was very interesting. I thought
it was carefully researched. If I didn't respect your work I wouldn't call you.
It might even be true from the point of view of departments. I don't know how
departmenst hauld handle these papers that go into committee. One secretary
may be dissatisfied with what goes into committee. But I don't know how they
handle it internally. But there's no change in the committee that I notice.
L: I can't get a clear picture of what the WSAG does.
K: Takes desicisons that the NSC makes that have a political-military com-
ponent so when you do something like three weeks ago it gives assignments
on who does what, when.
L: What in a general way.
K: We decide to go into "Fish Hook" at 10:00, April 30. Then we say on
H hour minus -- some decision point forward -- D plus 1 -- usually H minus --
Who does what. Order notified. What intelligence reports. What press
briefings, when. Then each government dept. knows what the others are doing.
L: What about military actions.
K: The group doesn't second guess Abrams on his plans.
L: It does transmit his orders?
K: Absolutely not!
L: That's from the WH to the Joint Chiefs?
K: It goes from the WH to the Secy. of Defense. No order has ever gone to
the Joint Chiefs that has not gone through the Secy.
L: It may have
in the bombing of NVN.
K: I have the President calling. Come in sometime and I will explain it to
you more fully.
L: Can I ask Muriel for an appointment?
K: Sure.
