What intelligence reports. What press briefings, when. Then each government dept. knows what the others are doing. L: What about military actions. K: The group doesn't second guess Abrams on his plans. L: It does transmit his orders? K: Absolutely not! L: That's from the WH to the Joint Chiefs? K: It goes from the WH to the Secy. of Defense. No order has ever gone to the Joint Chiefs that has not gone through the Secy. L: It may have in the bombing of NVN. K: I have the President calling. Come in sometime and I will explain it to you more fully. L: Can I ask Muriel for an appointment? K: Sure.
