It is also important, I think, to control as best we can Mr. Altheim who is talking about sending 2, 000 stand-by troops from the northern countries and Canada with the ability to have them there within 24 hours. K: Why are we against sending forces there ? S: We're not against it, I'm just informing you. We have 268 observers standing by K: Those are the ones. I talked to David Popper and he thinks we should call on the Security Council, the President of the Security Council should call on the parties. S: That's my suggestion. K: O.K. to cease-fire. S: That's right. And let's try to avoid a hassle on a new resolution, which would just get everybody involved in the act. are K: O.K. Let me talk to the Russians and see whether they/willing to play.
