K. I called Dobrynin after you left in low key way and told him I
had expected Kosygin to return soon and I just didn't want them to
get impatient if they come up with any ideas
that it would take us
a reasonable 36 to 48 hours to consider. I wanted his leader to know
it so that they didn't think we were stalling. I asked his assessment
of the military situation. He said his reports indicated a stalemate.
I said ours did too. Three minutes ago he said in two hours they will
come in with a message containing a proposal.
D. Even before Kosygin arrives?
K. He didn't say what the proposal was
what urgency it has. I
can call you
I just wanted you to be aware.
D. I suppose the reports from the field are beginning to reach them.
K. He gave no indication. The President doesn' I can call them
and say the President is asleep.
D. I don't know about your President but my Prime Minister is
definitely asleep now.
K. I just thought if the diplomacy starts acting up you'd better be
informed. Now you know everything I know. I haven't been able to
tell the President and you know more than he does.
D. I will be here in the office
K. It will take about two hours.
D. I'm in no hurry.
K. I know. I'm not hurrying.
