(laughter) H: I'm never sleepy. D: This is my impression too. Probably this is why you are a general. H: That's why I'm a tired old man. D: I see. H: Henry is up at Camp David and he called me. He's very disturbed by these -- first, because Gerry Warren here when asked about consultations D: Yes, exactly, he mentioned. H: He didn't know the answer and he tried to spread the line and in doing so he really made a mistake. D: Yes, I know and I explained yesterday to Henry how it happened because Moscow was a little bit surprised because before he said it was only a private consultation and then it became public. H: That's exactly right. Well, now there are some stories about it. D: Yeah. And it was in the New York Times yesterday that Henry was consulting with the Soviet diplomat and there is only one diplomat who consults with him usually. H: Right. Now, what we intend to do this morning is have Ziegler use the following guidance and see what you think about this. He would say, "There have been reports of discussions with Soviet officials with respect to the Jackson Amendment. I want to make it clear that the __" Hold on, I've got the wrong goddamn paper here. I've rewritter it three times. D: Yes, you have too many papers.
