My dear Professor and friend: I am very sorry we were unable to meet these days, prior to my return to Spain, but I quite understand the reasons which have compelled you to cancel all your appointments for the present two weeks. I hope to have this opportunity later, on the occasion of another trip of mine back to Washington by the middle of April, on the subject of our present negotiations. But before I leave for Spain I would like to be able to express in writing, as I told Mr. Sonnenfeld last evening, some ideas that have come as an afterthought and might serve as a reminder of the interesting audience granted by the President to our Foreign Minister Señor Castiella, which I was privileged to attend. I must stress this letter is of a private nature - although it may mention official business - and I would like you to look at it as representing the firm beliefs of a Spaniard of your generation - I was also born in 1923 - with a University background (graduate in Law and Political Science) who by avocation has also been from time to time a Professor of Foreign Policy, both in the Madrid Faculty of Political Science and Economics, and in the Madrid Foreign Service School, where I had very many opportunities to use your many publications on those matters some of which I helped to translate and publish in Spain. Firstly, I would like to reaffirm the Spanish desire for full cooperation with the United States as well as with Europe, because we are aware that we fully belong
