to the Western community, not only in the area of defense,
but also of ideas; and we aspire to an ever closer union
between our two countries.
However, on our relations with the United
States, we have the feeling that these links have not been
brought to proper fruition, and that the limits of our
active cooperation with Europe have not been adequately,
reached or properly explored. We are, perhaps, a real ally,
but our alliance is not one of equal partnership; it is
"one way only" and passive from the Spanish point of view.
Logically, the Spanish people have a sense of
disillusion and dissapointment with this situation, and
this has given rise to a trend towards disengagement, a
general desire not to incur in risks on behalf of a collec-
tive system of defense that does not accept us; a wish to
see a reduction in the American military presence, down
to those levels and requirements which are strictly neces-
sary for U.S. and Western security.
In any case, there is a logical desire that
our security should be protected in an adequate and.
satisfactory manner from the added risks which have been
created by the United States military presence in Spain.
There is now a unique historic opportunity for
the President of the United States to deal with these
questions in his own seat of office, at the dawn of his
Administration, during the NATO session that will take
stock of the situation on its 20th anniversary in Washington
We have heard with great interest the manner
in which both the President, at his meeting with Foreign
Minister Castiella, and Secretary of Defense Laird to-day
with General Castañón, have expressed emphatically this
