Status of Spanish Base Negotiations
Kissinger asked Aguirre what he thought the problem was in the
protracted Spanish base negotiations. Kissinger said he was not a
diplomat and he appreciated brevity; therefore Aguirre could speak
frankly and save time.
Aguirre said he must first explain some background. The Spanish
Government felt that it had not yet had a chance to learn what the Nixon
Administration really thought about Spain and the Spanish role in Europe.
Spanish Foreign Minister Castiella had been able to see Secretary Rogers
for only 15 minutes under very hurried conditions during the Trudeau
visit, and there had not been a real exchange of views.
