Spanish public opinion had been less developed. In 1968 we offered no
such statement, and the Spanish people simply would not accept our terms.
Aguirre then summarized the history of the Rusk-Castiella agreement
for successive phases of military and political discussions. The quality
of military participation on both sides, he felt, had been very high. The
Spanish, commented Aguirre, had been "happily surprised" to find that
the US estimate of the threat in North Africa was "much worse than expected."
Agreed minutes had been drawn up.
Then, by the beginning of January 1969, these minutes had become
accessible to the "civilians in the State Department and Defense Department, 11
some of whom opposed the characterization of Spain as a part of Western
Europe subject to defense by the United States. Eventually the leak in the
Flora Lewis article in February had been the result.
Aguirre said the leak had hurt the negotiations very much. Not only
had military plans been revealed in public, but it had been obvious that
some very high-ranking US figure had made the disclosure.
Kissinger noted that Aguirre should not feel there had been any
discrimination against the Spanish in this regard; Kissinger said that he
continued to suffer the same treatment in regard to press leaks within the
US Government.
Aguirre then commented on the final US offer of $175 million in grant
aid, and $100 million in credits, and noted that the details of the military
