Page 3 American business in Spain. Gulf has over $400 million invest- ed or committed in Spain, and a friendly and cooperative atmos- phere is essential to our welfare. You can thus understand Gulf's interest in seeing the base dilemma resolved amicably. Franco and Carrero both know that I am doing all I can to help, including this appeal to President Nixon's Administration. Failure now to reach an agreement could have a drastic effect on us, as well as all U. S. business here, and even the United States itself. We need your help to see that this does not happen. Naturally, it would be more effective if I could repeat to Franco and Carrero the first-hand opinions of Mr. Nixon himself, but failing that possibility, I am sure an interview with Mr. Rogers would also be most effective. I will leave it to your good judgment to decide. I can be in Washington on two days notice.
