SECRET COPY THE JOINT CHIEFS OF STAFF Washington, D. C. 20001 JCSM-232-69 19 April 1969 MEMORANDUM FOR THE SECRETARY OF DEFENSE SUBJECT: Urgent Requirements for Republic of Korea Forces in Korea (U) 1. (U) Attached hereto is a list of materiel for Republic of Korea (ROK) Forces. The list was derived from COMUSKOREA's Counter-Infiltration/Guerril1a and Force Improvement Requirements (short title: CIGFIR), which was forwarded to the Joint Chiefs of Staff. 2. (S) The ROK, with its growing economy and industrial base, is an anchor point of U.S. forward strategy in Northeast Asia. The ROK is a cooperative ally, contributes major forces to assist in the defense of South Vietnam, and with U.S. assist- ance provides for her own defense. Basic objectives of our military strategy in Korea are to deter or defeat direct or indirect aggression, to strengthen the ROK, and to influence the leaders of North Korea to abandon their policy of aggression against the South. Implementation of this strategy has included provision of visible and effective support for the ROK by main- taining U.S. combat forces in Korea, improving the infrastructure necessary for the introduction of reinforcements, and providing a level of military assistance which would enable the ROK to defend against North Korean acts of aggression, with U.S. naval, air, and logistic support, if necessary. 3. (S) It is evident that North Korea is committed to a strategy of developing a "revolutionary struggle" in the South, and that the campaign will continue to include harassment of SECRET
