The Under Secretary said that the U.S. Government would
be prepared to give Spain letters on the military assistance
program, the Eximbank line of credit, a letter on the avail-
ability of Vietnam surplus equipment, an exchange of notes
with the new interpretation pertaining to the Joint Military
Group, a note extending the loan of two destroyers to Spain
and a letter on Colossus I. Spain would then give the
United States a note on the extension of the Agreement.
Mr. Homet indicated the desirability of getting a separate
letter clarifying the meaning of Article V as it applied to
the termination of the five-year period.
The Under Secretary stated that if agreement could be
reached on the points discussed the United States would be
prepared to sign all pertinent documents on March 26. He added
that with regard to Colossus I there could be an exchange of
notes indicating government level agreement and that further
details could be worked out at the services level. With regard
to the $175 million aid there would be one classified letter
and an unclassified letter which would not mention any amount.
Mr. Aguirre de Carcer referred to an open letter of 1963
indicating support for Spain's military industry, and said the
Spanish Air Force and Army were interested in examining possi-
bilities under the Military Sales Act for certain activities in
the field of co-production and licensing.
The Under Secretary stated that drafts had been prepared
on the topics that had been discussed which Mr. Aguirre de
Carcer might wish to take up with his Foreign Minister. He
added that he felt that there was no need for an extension of
the period of consultation and that the Secretary of State was
ready to sign the extension of the Agreement on March 26.
Mr. Landau pointed out the dangers of extending the period
for another four months in view of Congressional concern and
the investigations of military commitments now in process. He
said that it was definitely to the advantage of, both countries
