to go ahead with the Agreement at this time, especially since
the next few months would undoubtedly lead to increased Con-
gressional scrutiny.
The Under Secretary urged Mr. Aguirre de Carcer to ask his
Foreign Minister to consider most seriously the possibility of
concluding the agreement by March 26.
Mr. Aguirre de Carcer pointed out that the lawyers in
Madrid would have to look at the various drafts and that
there was almost no time for them to do so.
Mr. Earle said that if no agreement were reached and if
both countries agreed to some type of extension, the United
States would still need a full 12-month period during which to
dismantle the bases.
Mr. Aguirre de Carcer submitted a first draft which would
make the extension period a part of the 12-month withdrawal
period but also indicated that this was simply a draft and
therefore it would be possible to change it.
Mr. Landau said that if Spain wanted the bases to continue
in operation, it would be advisable to act with a sense of
urgency and reach agreement as soon as possible instead of
extending the period of consultation.
Mr. Aguirre de Carcer said that there were still some
small items that were pending. One of them was the confidential
letter setting up a Joint Economic Committee which was to have
been made public when the Agreements were signed.
The Under Secretary stated that the United States was
ready to make it public at any time.
Mr. Aguirre de Carcer referred to a 1963 open letter indi-
cating general support for Spain's economic development and
of the availability of Eximbank funds for Spain's private
industry. He indicated that similar letters would be helpful
once more especially in order to impress Spain's public opinion
favorably. He added that a similar letter to the one in 1963
