DEPARTMENT OF STATE WASHINGTON 2310 February 12, 1970 SECRET MEMORANDUM FOR THE PRESIDENT SUBJECT: Determination and Authorization under Section 614 (a) of the Foreign Assistance Act of 1961, as Amended, Permitting the Furnishing of Defense Articles and Services to Spain on a Grant Basis We propose to furnish an amount not to exceed $50 million in defense articles and services to Spain as part of the quid pro quò for the bilateral agreement signed on June 20, 1969, for continued U.S. military rights and facilities in Spain. Discussion On June 20, 1969, the United States and Spain signed an agreement extending the Defense Agreements of 1953 from September 26, 1968 (the actual date of their expiration) to September 26, 1970, with an additional one year grace period. These agreements provide the basis for United States military rights and facilities in Spain. In connection with the Extension Agreement, the Secretary of State, in letters to the Spanish Foreign Minister, agreed that the United States Government would "continue to provide at an appropriate level during the period of this extension military assistance to contribute to the modernization of the Spanish armed forces and defense industries' and expressed the "intention" of the U.S. Government that "subject to the existence of authorizing legislation and to the provision of the necessary funds by Congress, the United States Government will provide up to a maximum of $50 million of military assistance during the period of this extension.
