He would like to start having these again every afternoon, so let's get a supply. September 9, 1971 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: GORDON STRACHAN BRUCE KEHRLI FROM: L. HIGBY SUBJECT: Polling Data We must now have a considerable amount of polling data -- something like over 20, 000 interviews that records various attitudes and public opinions of the American people. The question is that this data must have more use than just its initial use and there must be some way of getting more out of it. Bob would like some deep thought given to this with the idea of using this data to really develop some major significanterend information on various sub groups within the population. Probably the place to start is the approval question, which we ask on every poll, but there are probably other questions that could develop some significant results for us. Also, as I recall, I have asked Gordon on a number of instances to look at the Trial Heats and see what information can be developed about sub groups. Particularly, with regard to Wallace, but also just in general. Nothing has been done on this, and any help that can be given will certainly be appreciated. Let's work up a plan and then approach Benham for a hard talking and bargaining session. P.S. Gordon -- what's the problem here. We've talked about this and similar projects several times, but nothing has happened. Let's get something going here or if we can't, let's discuss why we can't. 2 There are probably breakdowns we can do on Conservative versus Liberal versus age groups and regions -- any cross tabs like this would be helpful. LH:kb September 24, 1971 MEMORANDUM FOR: KATHY FROM: L.HIGBY Please get me $150 advance to take on this trip. I need it before the edd of the day since we may not be in tomorrow. LH:dg September 14, 1971 MEMORANDUM FOR: KATHY BACHMAN FROM: L. HIGBY Let's try and get the check-book situation settled today. If there are some problems, please let me know. You probably should take a little time and go over to the bank. September 13, 1971 MEMORANDUM FOR: KATHY BACHMAN FROM: L. HIGBY I owe John Dean for dinner last Thursday evening Will you please fall and find out how much I owe him. we September 15, 1971 HIGH PRIORITY ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: CHUCK COLSON FROM: L. HIGBY Bob was raising the question of whatever happened to Andre Letendre and the great nationwide organization he was going to set up. He has requested a report for the President on this subject by Friday. LH:kb we September 8, 1971 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: CHUCK COLSON FROM: L. HIGBY Bob reviewed the McLane memorandum on "youth and next steps". He was very disturbed about the lack of organization that is taking place on campus to keep opposition from swamping us this Fall in mock conven- tions, etc. As I understand it, this is the area Reitz is supposed to be working on, yet there doesn't seem to be much going in that particular field. McLane should start submitting a monthly report with the next one showing particular emphasis on the campus effort. cc: B.Kehrle LH:kb September 23, 1971 MEMORANDUM FOR FOLLOW-UP FROM: L. HIGBY Follow-up with Henry Cashen in one month for getting the two Miss Americas to campaign for us. LH:dg . September 17, 1971 MEMORANDUM FOR: FOLLOW-UP FROM: L. HIGBY Follow-up with Strachan on the Citizen's Committee and press problems. September 9, 1971 MEMORANDUM FOR: FOLLOW-UP FROM: L. HIGBY Follow-up with John Dean in one week to make sure that the McLaughlin fund raising in Rhode Island is turned off. ADP September 8, 1971 Dear Judy: While reading the GLIMMER, Glenmar Park's own scandal sheet, I noticed that you have accepted an appointment as Area Representative for the Glen- mar Park Community Association. Congratulations on this honor! It's good to see out- standing citizens as yourself step forward to meet the challenges of these difficult times. Godspeed, Sincerely, Lawrence M. Higby Mrs. Peter Gallagher 5902 Namakgan Road Bethesda, Maryland LH:kb September 2, 1971 MEMORANDUM FOR: H. R. HALDEMAN FROM: L. HIGBY SUBJECT: Classification of Leaners on Future Polls During the last poll you were very concerned about the way the leaner classification came out on the detailed demographic breaddowns for the questions. In order to avoid any confusion or misinterpretation in the future would you please indicate how you would like the independent, don't know/ undecided and something else categories broken down for future polls. Attached is Tom Benham's explanation of how the last breakdown was done together with some backup information from Gordon Strachan. LH:dg September 2, 1971 MEMORANDUM FOR: H. R. HALDEMAN FROM: L. HIGBY Rose Woods asked that you check with the President as to whether or not he wants to contribute to the Orange County Combined Fund. This is the fund that is similar to the United Fund that he gives to in Washington. Rose wanted to get a reading from you as to whether or not some arrangements should be made. LH:dg orn September 17, 1971 MEMOR ANDUM FOR: PAT MC KEE FROM: L. HIGBY Mrs. Haldeman has requested a copy of the seating chart for the dinner last night. Will you please make sure that one is sent hometdo her in this evening's material. LH:kb PNS September 9, 1971 MEMORANDUM FOR: REMINDER FROM: L. HIGBY Greg Petersmeyer fortunately will be joining us for dinner on Friday evening the 10th. LH:kb September 26, 1971 MEMORANDUM FOR: GORDON STRACHAN FROM: LARRY HIGBY Bob mentioned the subject of one Mr. Ray Hanslek and wanted to know who he was. It is my understanding that he was the gentleman who worked on the Youth Conference. Could you get a brief rundown on his background and credentials and howehe fits into the Reitz operation without stirring anything up? Thank you. con 1 September 24, 1971 MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY Please done. make sure that we have the trial heat questions LH:dg PP September 23, 1971 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY SUBJECT: Trial Heats As I indicated to you a few weeks ago, Haldeman wants some good ideas for creative approaches on trial heats, Since we will probably be doing another poll soon, please forward to me your suggestions here, so I can review them. LH:kb S September 17, 1971 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY SUBJECT: Bud Wilkinson Please find out by Monday, whether or not Bud Wilkinson is going to run. If not, we should be making plans to use him in the Campaign, especially with Youth and to build up enthusiasm. I imagine Dent should be the contact on this, but th there is some- body who is closer to Wilkinson, i.e., Harlow, let's have him make the call. You should not make the call. LH:kb September 13, 1971 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: GORDON STRACHAN FROM: L. HIGBY SUBJECT: Odds and Ends One thing that we should consider and that you should recommend to Haldeman today is the idea of perhaps a briefing to key staff or at least to the PR staff on the latest poll. Also, you should be looking at the schedule to come up with a recommendation as to when we want to do our next poll in light of travel activities, etc. In the 10:00 a. m. meeting this morning, the subject came up of Task Force recommendations. Colson indicated that it was his understanding that Magruder was coming up with a whole series of recommendations in the next week or two. Contrary to the last set which were basically progress reports, these would be ones that required action. I think we ought to try and get these into Bob as soon as they come in rather than holding them all at once, I know that I was one of the culprits in slowing this whole thing down, trying to create a reading file, but this time these are basically action items and should go in with a cover note from you, as you receive them. This above subject brings up the whole question of how we are going to handle political activities here at the White House, Apparently the recommendations indicate there should be a White House contact for most of the key areas around here, i.e., Veterans, Blacks, etc. If this is the case, we are going to have to radically change the structure of the White House staff and some thought should be given by you as to how this whole thing is going to be handled. 2 Knowing the way the President operates, it's usually a situation where we start bringing people on board with this in mind. Perhaps we should be devising some plan now to try and find the best people in each area, i.e., Agriculture, and getting them ready to be brought on board. In particular, apparently Finch is in the progess of hiring three people on his staff; one of them Ray Hensley or Henslick, to handle certain political areas, i.e., Spanish speaking, Youth, etc. Would you please follow-up and find out exactly what the story is here. Huntsman is apparently looking into it. Do you have any schedule yet as to when the Task Force recommendations from Magruder are supposed to be in? Finally, apparently MONDAY has an anti-bussing statement that talks about how Muskie is against bussing. Muskie's statement, if any- thing, should be interpreted as being fee bussing, and Colson was following-up in this area to make sure that MONDAY pointed this out. Apparently, this thing has gotten botched up -- what's happened here and what action can we take to get MONDAY back on track? LH:kb
