PURPOSE
To discuss youth issues and the 18-20
year old vote.
II.
BACKGROUND
A.
This meeting is the result of a Finch/Colson
memorandum to Haldeman of December 9,
1970 (attached as Tab A).
B.
Poll data indicates that we do not stand well
politically with the 18-year old vote; a
better organized effort is necessary.
III.
PROBABLE TALKING POINTS
A.
Youth Attitudes: Young people believe that
we have rejected their generation; they feel
alienated. They tend to stick together;
hence, criticism of their life styles (for
example, long hair), tends to cause even
those who agree with us to feel a part of
the group being rejected. The answer here
probably lies more in what we say and how
we say it rather than what we do. Credibility

The Role of Chuck Colson's Mailing
Operation in the Re-election Campaign
Kathleen Balsdon, of Chuck Colson's staff, is currently developing
campaign issue mailers on domestic issues. This effort is reportedly
under the overall direction of the Attorney General.
I learned about this effort through Dick Fairbanks who has been
requested to provide the Colson operation with a summarized version
of the speaker's kit fact sheet on Environment. I advised Dick not
to do this work himself but to offer to review any products that the
Colson people develop on these issues.
In order to avoid duplication of effort and contradictory campaign
materials, it is necessary that we develop greater coordination within
the White House itself as well as between the White House, the RNC
and 1701.
