ANDERSON SCARES JOHNSON WITH GIANT POST CARD Association to Eliminate Poverty in America August 17, 1964 941 Galemont Avenue La Puente, California President Johnson 1600 Pennsylvania Avenue White House Washington, D. C. Dear Mr. President: Poverty can be eliminated without it costing the government a penny. All we need do is to have some good legislation. Starting with a minimum wage of three dollars an hour. Retire the senior citizen at 55 or 60 with $300. a month. Guarantee $2,000. a year for the needy sick. No income tax on the first $10,000. Outlaw all pensions, fringe bene- fits and subsidies. This will bring the dollar back. Relief costs are now more than 100 billion dollars a year. Fringe benefits cost more than 200 billion dollars a year. All this is added to the product. We have more relief agencies than gas stations in the U. S. This program will create 20 million new jobs. Vice President Nixon laid this program before the Senate Committee on Labor in 1958 at my request. Mr. President, we respectfully request that you set up a citizens' committee here in Los Angeles to hear my program. These citizens must be persons from a group I accuse of creating poverty. Our slogan is "War To End Poverty" and it is original with us. Why didn't the President copy our whole program? Mr. Johnson's war on poverty is a phony. He has no program to end poverty. We have. Our war to end poverty will be fought by 70 million Americans with the truth, a dime and an X at the poles. On May 22nd, I sent to the President of the U. S. A. a 4 ft. X 8 ft. postal card with the same message as this August 17th letter. And I have a letter here from Senator Thomas H. Kuchel that suggests that the President is afraid of this program. And I asked for a hearing, but will never get it. And again, on August 17th, I sent Mr. Johnson the same message on a petition with 110 names on it. But he won't answer. Yes, the President of the U. S. is afraid of this program. This card was never delivered to the White House. We paid $12. 40 for mailing, around $70.00 for painting and printing the card. Mr. John- son got wind the card was coming and had it stopped enroute. I have proof the card was stopped and the contents noted. I also have proof that Mr. Johnson stopped publicity on this card. THE PREAMBLE TO THE CONSTITUTION says that this government shall promote the general welfare, not provide for your welfare. For the last 30 years, this government has been trying to make us believe that they are providing for our welfare, but they are not providing or promoting our welfare. Congress designated the duties of promoting the general welfare of the people over to a new de- partment in 1913, called the Dept. of Labor. 1 DEPT. OF LABOR AND ITS PURPOSE The official purpose of the Dept. of Labor as spelled out by Congress is to foster, pro- mote and develop the welfare of the wage earners in the U. S. A., and to improve their working conditions and advance their opportunities for profitable employment. So Why Unions? This is what we of the A.E.P.A. want. We want this government to pass laws that will promote our welfare. We do not want this government to provide for our welfare, but the Dept. of Labor then should enforce the law. All we are asking for is that the government allow us to spend our money as we see fit. We believe we can do more with it than the government can. We do not like the way this government is spending our money. MINIMUM WAGE Congress must first pass a minimum wage law before we can get rid of poverty. This mini- mum wage law means that you cannot get less than $3.00 an hour, no matter what your job. This is $6,000. a year, and you can have it if you will help me go after it. You ask, can this be done? It surely can, with your help. Won't this program raise the cost of the product? No, it will bring the cost down. Congress must pass another law, outlawing all fringe benefits. Why? Because this is what is keeping your cost up, and fringe benefits cost you more at the store than you get where you work. We must outlaw them all the way from pensions to coffee breaks. This is how we get the money to pay this $3.00 an hour. According to the well-known Washington correspondent Paul Scott, in his article at the top of our back page today, the Johnson ad- ministration has approved a 90,000 cutback in U.S. troops in South Vietnam. Like so many things in the Johnson admin- istration, this has been carefully kept from the public. There is now a debate going on among the supporters of Richard Nixon as to whether the Nixon administration should carry out the Clark Clifford-LBJ plan. The incoming Secretary of Defense, Representative Melvin Laird (R-Wis), vigorously opposes any cutback in U. S. forces while fighting continues in South Vietnam. The new Secretary of Defense argues, quite proper- ly, in the opinion of this newspaper, that contin- ued U. S. military pressure on the North Viet- namese is needed to bring about a cease-fire and that any U.S. troop reduction now will weaken the hand of our U. S. negotiators in Paris. Laird feels that any cutback would encourage the North Vietnamese to believe that, if they just wait, the U. S. will pull out of Vietnam unila- terally. Former President Dwight Eisenhower, act- ing immediately after he became President, in- creased the number of U.S. troops in Korea and he is also against any reduction of the U. S. forces in Vietnam. In fact, Eisenhower wants President Nixon to go further: He wants Nixon to send a secret warning to Hanoi that if Hanoi does not agree to a cease-fire by a fixed date full military force will be used in Vietnam. There is one man in the Nixon administra- tion who is acting just as this newspaper pre- dicted. Harvard Professor Henry A. Kissinger, Nixon's ill-chosen White House foreign policy adviser, wants to withdraw the troops. He says it will be a signal to Hanoi that the U. S. is ready to begin general withdrawal of U.
