THE PRESIDENT HAS SEEN
Weekend news summary points up a number of possibilities
and problems.
1. HHH is clearly drawing the line between himself and Muskie
for the Florida Primary on both the issue of bussing and the shuttle
HHH opposes the Richmond decision; he is praising the "neighborhood
school concept:" he is expressing public support for the shuttle,
while Muskie openly opposes the latter. Further, ESM was raked
over the coals yesterday in a waffling performance, in an interview
with the likes of Broder, Novak and Johnny Apple. The mre people
made familiar with that performance of Muskie's, the more the word
gets around about how weak it was the greater the difficulties Mr.
Muskie has with his "Trust Muskie" message.
The opportunity is present for us to be silent on the Rich-
mond decision, while the Democrats divide on it but HHH has come
out squarely against it. Surely, this will be one of the first
domestic questions the President is asked at an up-coming press con-
ference. With HHH taking a psa position, it may be difficult for us
to hold off taking one.
We are getting it from left and right now on Peking. What
is the cost of the trip in terms of alienated allies? Is Peking
worth it? What are we giving away? This is an increasing theme.
Also, both McGrogry and Bberdorfer express a certain streak of bit-
terness at the top heavy tv representation going to Peking, and the
relative shortage of writing press. We are going to get more snide
pieces here
one can be certain of that.
We apparently restored the food stamp aid we were cutting.
Clearly, in retrospect, we did not make the case at all for the
