The major stories of the day:
- - Announcement of more specific moves to conserve fuel
and electricity led all nets. RN looked "relaxed, confident,
and pleased, 11 said Rather, as on all nets RN said voluntary
conservation has already paid off w/ gas consumption down
15% over past 3 weeks and if cooperation continues, US will
be able to deal w/ crisis. RN added "everyone will sacrifice
something, but none will have to suffer. 11 ABC called it
"promising" news on energy outlook
All nets noted Simon
to order reduced lighting in commercial and industrial
buildings as soon as Hill gives him expected authority.
Lighting to be reduced to levels considered minimal, but
effective and safe. Other measures include govt limo ban
except for RN/VP, 50% cut in hiway lighting.

w/ silent film noted RN and Simon met w/Govs who objected
to truckers' 55 mph limit if cars go 50mph. Evans on CBS
(NBC note) said Govs view different speeds as dangerous.
CBS added Govs were interested in knowing what sacrifices
oil industry was making. While specifics weren't given,
Admin maintained repeated assurances of equitable sacrifices.
ABC noted Govs expressed relief that w/ Simon, govt is
speaking w/ "1 clear voice." Rather also noted Govs wanted
fewer and more decisive voices.
-- There's a slight problem, said Simon on NBC/CBS referring
to 5% production cut, rather than 25%. NBC's Levine reported
sources say 25% was under consideration, but Admin was talked
out of it by oil companies. NBC/CBS noted officials maintain
error was typographical. CBS added Simon hit the ceiling when
he was informed. CBS noted by time fuel gets to local gas
stations there will actually be 25% less.
Violence punctuated by gunshots, severed air hoses, and
missiles hurled thru windshields flared as many truckers
began 2-day work halt. Pa. and Ohio officials reported at
least 10 separate shooting incidents tho no reports of injured
drivers. Film on all nets.
