Veterans Bill H.R. 3499: Elizabeth Dole will Dole/Harper/ meet with Ed Harper and Dick Darman to review Darman concerns with the Bill. Should be brought to the Monday Senior Staff Meeting. 2. SBA Section 8a: Concerns expressed for minority Dole/Harper business firms will go bankrupt without phase-out of program. Elizabeth Dole will furnish additional input; Ed Harper will have the action in view of OMB's formulating regulations. 3. Cabinet Council on Economic Affairs will be held at 8:45 a.m. today chaired by Ed Meese. 4. Davis-Bacon: The letter has been agreed to by all parties and sent to the Associated Builders and and Contractors. 5. Although I have not seen a report from the Justice Department, it is my understanding that the report offers four alternatives. Three of the alternatives essentially call for modification of the bail out procedure. The fourth recommends simple extension for five years. I recommend that the President voice his strong support for a simple extension of the Bill. My rationale for this position is influenced by several observations: 1. The President should not be drawn into a protracted debate on this sensitive issue and be forced to argue for alternative approaches---preclearance/ no preclearance, bailout/no bailout, etc. That path is laden with pitfalls. The President should simply support extension of the Bill and allow the Congress to debate possible modifications. 2. History should show that President Reagan clearly supported the Voting Rights Act without restrictions, conditions and stipulations which may have compromised the Act's effectiveness. 3. Action or inaction on this issue carries great political significance. If the President and/or the Republican Party are perceived as the enemy of the Voting Rights Bill, a national political backlash could develop, particularly in the South. There would be impetus for a massive mobilization of black voter registration and "education" using the Republican Party as the object of opposition. The results of such a mobilization could be disasterous to the ground gained in recent years. Southern Republican elected officials could suffer losses and setbacks because large numbers of southern blacks, many of whom ordinarily would not vote, would surely vote against the Republican candidates. 4. The President regards voting as the most sacred right of free men and women. The American people share this sentiment. It is safe to assume that the public expects the President to protect this right in the normal course of his duties as head of State. SENIOR STAFF MEETING ACTION ITEMS (10/14/81) ITEMS ACTION 1. Federal Reserve Guidance: Administration supports Gergen Federal Reserve policies, but has concern about its practice of keeping money supply growth below target range. Guidance is clarification of our position; we are not changing our position or asking that the Federal Reserve change its position. 2. AWACS : Even if we end up having the votes, it would Allen/Darman be better not to have a vote today. -- Guidance on Nixon letter: Administration pleased that all former Presidents support President's AWACS position. BAKER III SUBJECT: WHITE HOUSE PASS SYSTEM It has come to my attention that certain White House Staff members sometimes neglect to follow the guidelines of the White House Pass System. Let me remind you of the procedures which should be followed by all staff members: All staff members shall display their White House or EOB passes at all times with the exception of Assistants to the President and others so desig- nated because of function. All staff members clearing appointment (s) into the East/Wing complex shall meet the appointment (s) in the appropriate lobby area. Appointment (s) must be escorted at all times, including back to the lobby when leaving the complex. This includes administration officials from other departments and agencies. All staff members bringing guest (s) to the East or West Wings for a tour shall remain with the guest (s) at all times, including back to the lobby at the conclusion of the tour. Staff not permanently housed in the West Wing should enter only in the conduct of official business. I have asked the Secret Service to report any violations to John Rogers, Special Assistant to the President for Administration.
