Affairs. If questioned, the announcement should be
a strong statement with Presidential quotes. Our
human rights statement should be gotten out with the
announcement with Presidential quotes.
(c) Foreign Policy lunch is scheduled in the Roosevelt
Room with Haig in attendance. Many press heavies
include George Wills in attendance.

PATCO: All contacts with would-be negotiators should be
resisted. Staff should make no comment on appointments
with would-be negotiators brokering PATCO recommendations.
All calls and requests should be forwarded to Secretary Drew
Lewis.

Productivity Council: Bill Simon has asked to hold all
appointments until January 1982. If Council is part of
the Economic Program and important, why the delay? Ed
Meese will talk with Roger Porter at the 8:45 a.m. Cabinet
Council meeting to determine action necessary.

"Jobs for Graduates": Governor Pierre du Pont requesting
action as November 15 date draws near. Craig Fuller reports

light recession. Don't repeat word
"recession"; talk about flat economy.
5. Voting Rights: Will schedule Cabinet meeting on this
subject shortly before 11/3, and then go with
announcement in the period 11/4 - 6.
6. NATO Nuclear Planning Group Guidance: We are pleased

with results. There was talk at the beginning of
tensions. We are gratified by show of unity.

SUBJ: The 1965 Voting Rights Act
As you know, the Voting Rights Act has been the subject of review and debate
for some time now.
Although I have not seen a report from the Justice Department, it is my
understanding that the report offers four alternatives. Three of the
alternatives essentially call for modification of the bail out procedure.
The fourth recommends simple extension for five years.
I recommend that the President voice his strong support for a simple
extension of the Bill. My rationale for this position is influenced by
several observations:
1. The President should not be drawn into a protracted debate on this
sensitive issue and be forced to argue for alternative approaches---preclearance/
no preclearance, bailout/no bailout, etc. That path is laden with pitfalls. The
President should simply support extension of the Bill and allow the Congress to
debate possible modifications.
2. History should show that President Reagan clearly supported the Voting
Rights Act without restrictions, conditions and stipulations which may have
compromised the Act's effectiveness.
3. Action or inaction on this issue carries great political significance.
If the President and/or the Republican Party are perceived as the enemy of the
Voting Rights Bill, a national political backlash could develop, particularly
in the South. There would be impetus for a massive mobilization of black voter
registration and "education" using the Republican Party as the object of
opposition. The results of such a mobilization could be disasterous to the
ground gained in recent years. Southern Republican elected officials could
suffer losses and setbacks because large numbers of southern blacks, many of
whom ordinarily would not vote, would surely vote against the Republican
candidates.
4. The President regards voting as the most sacred right of free men
and women. The American people share this sentiment. It is safe to assume
that the public expects the President to protect this right in the normal
course of his duties as head of State.

President: To discuss Cancun. Cabinet Council
should not get into strategy on global negotiations;
should produce options for President. May not be
ready for meeting with President on this Monday
next week; need to decide this based on papers
resulting from Cabinet Council.
3. Ft. Chaffee: We will be moving Cubans from
Hodsoll/
Ft. Chaffee and acquiescing in Governor White's
Williamson
view that Chaffee should not become detention
camp for Haitians. We will complete lease for
Glasgow and move towards building permanent
detention center (probably at McAllister, Oklahoma).

11/20; that continuing resolution goes to 11/20; that
Judiciary got a pay raise; that Congress got new
deductions which should amount to approximately
$13,000 additional disposable income each; that the
Executive Branch remains frozen. Stevens the only
Senator to vote for Executive Branch pay raise.)
7. Emergency Oil Allocation: Opposed to this bill

In response to your request, I have rewritten Jerry Parr's
memo on the deteriation of the White House pass system.
The attached memo is for your signature. The only change
from the existing policy pertains to an exception granted
to Assistants to the President, giving them the option of
wearing their passes at all times.
You can change this if you do not agree with Parr's recom-
mendation. The USSS will be able to identify these people
from spread sheets located at each post.
Please let me know your decision.

WHITE HOUSE PASS SYSTEM
It has come to my attention that certain White House Staff
members sometimes neglect to follow the guidelines of the
White House Pass System. Let me remind you of the procedures
which should be followed by all staff members:
All staff members shall display their White House
or EOB passes at all times with the exception of
Assistants to the President and others so desig-
nated because of function.
All staff members clearing appointment (s) into
the East/Wing complex shall meet the appointment (s)
in the appropriate lobby area. Appointment (s)
must be escorted at all times, including back to
the lobby when leaving the complex. This includes
administration officials from other departments
and agencies.
All staff members bringing guest (s) to the East or
West Wings for a tour shall remain with the guest (s)
at all times, including back to the lobby at the
conclusion of the tour.
Staff not permanently housed in the West Wing
should enter only in the conduct of official business.
I have asked the Secret Service to report any violations to
John Rogers, Special Assistant to the President for Administration.
