In releasing the paper, the Minister of International Trade, the Honourable James Kelleher, indicated that he had three main goals: - to elicit information, views and perceptions on our principal market access problems and on our own import barriers; - to consult on ways and means to address these problems effectively and efficiently; and - to establish, in cooperation with the provinces, a strategy to achieve Canadian market access objectives. In the part of the paper dealing with trade with the United States, four options are presented in a neutral manner. They are: (a) status quo; (b) negotiate arrangements on a sectoral or functional basis concerning non-tariff measures; (c) negotiate a comprehensive arrangement; (d) conclude a framework agreement. /2 - 2 - In the policy decisions that lie ahead, the objectives of the Canadian Government will be: to promote increased competitiveness in the domestic market, to secure and improve access for Canadian exporters, and to ensure a positive climate for investment and access to technology.
