this week but I look forward to having lunch with you on

One of the topics I would like to raise with you
when we get together is the President's visit to
Quebec City in March. In that regard I am enclosing for
your information a copy of the text of a letter to
Mike Deaver from Mr. Fred Doucet, Prime Minister Mulroney's
Senior Advisor. I should explain to you that Mr. Doucet
is one of the Prime Minister's top aides and someone to
whom the Prime Minister has given overall responsibility
for the President's visit. I therefore believe it would
be very useful if you could meet with him when he comes
down here later this month to review the overall
preparations underway for the visit.
Perhaps we could discuss this further when we have
lunch.

I am attaching, for your information, a copy of the
Canadian Government's discussion paper entitled "How to
Secure and Enhance Canadian Access to Export Markets".
In releasing the paper, the Minister of International
Trade, the Honourable James Kelleher, indicated that he had
three main goals:
- to elicit information, views and perceptions on
our principal market access problems and on our
own import barriers;
- to consult on ways and means to address these
problems effectively and efficiently; and
- to establish, in cooperation with the provinces,
a strategy to achieve Canadian market access
objectives.
In the part of the paper dealing with trade with
the United States, four options are presented in a neutral
manner. They are:
(a) status quo;
(b) negotiate arrangements on a sectoral or
functional basis concerning non-tariff
measures;
(c) negotiate a comprehensive arrangement;
(d) conclude a framework agreement.

In the policy decisions that lie ahead, the objectives
of the Canadian Government will be: to promote increased
competitiveness in the domestic market, to secure and improve
access for Canadian exporters, and to ensure a positive climate
for investment and access to technology.
