THE WHITE HOUSE WASHINGTON August 12, 1982 Dear Mr. Fite: Thank you for your recent letter regarding the Constitutional Amendment requiring a balanced budget. I certainly appreciate your input. You have apparently given our problem a lot of thought, too, and I am passing your suggestion along to the other members of my staff. Sincerely, MICHAEL K. DEAVER Assistant to the President Deputy Chief of Staff Mr. Ralph H. Fite, Jr. Republican Chairman Precinct 272 5325 Pagewood Houston, TX 77056 A Ralph H. Fite, Jr. Republican Chairman Precinct 272, 5325 Pagewood Ho., Tx. 77056 August 8, 1982 Mr. Michael K. Deaver Deputy Chief of Staff Junnh The White House Washington, D.C. 20500 Dear Mr. Deaver: In thinking about the upcoming debate in the House of Representatives on the Constitutional Amendment requiring a balanced budget, it recently struck me that those sup- porting the measure might best focus public opinion against those opposing or leaning against the Amendment by casting such a position in opposition as a vote for high interest rates. Certainly, the enormous pressures placed on the capital markets by the federal government's borrowings to cover its excessive spending is the primary cause of high interest rates. I hope you'll find this line of reasoning useful. Sincerely yours, Ralph H. Fite, Jr. MKD THE WHITE HOUSE WASHINGTON August 12, 1982 Dear Jim: Thank you for letting us know your position on the matter of post operative care in cateract surgery. I have forwarded your letter to the Secretary of Health and Human Services, Richard Schweiker, asking him to give your views consideration in this matter. Sincerely, Michael K. Deaver Assistant to the President Deputy Chief of Staff Mr. James F. X. O'Rourke, M.D. Diplomate American Board of Ophthalmology 35 East Grassy Sprain Road Yonkers, New York 10710 Bce; Suty Smeiler THE WHITE HOUSE WASHINGTON (Carleson) Bob: Would you please draft a response to this for Mr. Deaver's signature : thanks. WILLIAM F. SITTMANN JAMES F.X. D'ROURKE, M.D., F.A.C.S. DIPLOMATE AMERICAN BOARD OF OPHTHALMOLOGY 35 E. GRASSY BPRAIN ROAD, YONKERS, N. Y. 10710. 914 779-1400 August 4, 1982 Mr. Michael Deaver Special Assistant to the President THE WHITE HOUSE Washington, D. C. Dear Mike: While I am sure you have heard from other Physicians and Medical Organizations, let me add my voice to those recommending the repeal of the Regulation of Section 937 - PL 96-499. This regu- lation would permit post operative care following cataract surgery to be performed by Optometrists. Optometrists can perform valued health services in refracting eyes without significant eye disease. To have them manage the care of post operative cataract patients would be an injustice not only to them but, more importantly, to the patients. It would be like allowing the post operative care of general surgery patients with carcinoma of the intestines to be managed by the dietician. Quite simply, the facts are these: 1. Optometrists are just not qualified to recognize post operative difficulties, not competent to treat any of them. Only Ophthalmologists, trained to perform and follow up ocular surgery, are competent to diagnose and treat post operative complications. 2. The above facts are especially poignant when you con- sider that Cataracts and Cataract surgery effect nearly one third of over twenty five million Americans over the age of 65. 3. Cataract surgery is now reported to be the most frequently performed major surgical procedure in America. New techniques and new sophisticated equipment have dramatic- ally improved results and reduced Hospital time but have demanded a marked increase in surgical skills and post operative care. 4. Well meaning people who may have approved this regulation, thinking to reduce costs, are totally in error. The use of Optometrists, even if they were qualified, superimposes significant additional and unnecessary expense. The best estimates of which place these costs in the tens of millions of dollars. JAMES F.X. D'ROURKE, M.D., F.A.C.S. DIPLOMATE AMERICAN BOARD OF OPHTHALMOLOGY 35 E. GRASSY SPRAIN ROAD, YONKERS, N. Y. 10710 914 779-1400 Mr. Michael Deaver -2- 8/4/82 5. There are more than enough fully qualified Ophthalmolo- gists available to handle cataract surgery and post operative care. The cost of post operative care, in as virtually all cases, is included in the cost of the surgery. As you can see, this Regulation is a step backward in the quality of health care. I beg you to use your good offices to persuade the Health Care Financial Administration of the Department of Health and Human Services to repeal this Regulation. The President, during his campaign and throughout his administration, has inveighed against unnecessary and stultifying regulations. PL 96-499 is surely one of these. Every patient is entitled to the very best possible health care. I would want no less for any of my family I for your family or any other human being. With warm regards, I am Sincerely, June Rambe James F. X. O'Rourke, M. D., P. C. Assoc. Director-Dept. of Ophthalmology New York Medical College P. S. THE WHITE HOUSE WASHINGTON August 12, 1982 Dear Dennis: First of all - Thank you. My weekend at the Grove was very relaxing and just plain enjoyable. I'm very grateful for your hospitality and your friendship. I trust by now you have received the invitation for the Barks to be at the State dinner for President Marcos. Please try and do that because it is a very special evening. I've enclosed the roster of the Bohemian Club with checks () by those San Franciscans and (X) by others I have known. Thank you again for everything and I look forward to "hosting" you in September. Warm regards, MICHAEL K. DEAVER Assistant to the President Deputy Chief of Staff Mr. Dennis L. Bark 692 Mirada Avenue Stanford, California 94306 DENNIS LAISTNER BARK August 2, 1982 Dear Mike: Since I am going out of town for two weeks later this morning, I am enclosing the attached list so you will have time to review it at your convenience. Would you please put a red check by approximately 15 names of members to whom the Membership Committee may write when the application is filed later this Fall. These names should be Resident members; that is to say, people who live in the San Francisco area. Needless to say, a combination of Resident and Non-Resident members would be all right, but the more who are Resident the better. Would you also please indicate which members you have known for longer than three years. When I hear from you, I will talk to people in San Francisco concerning the formal application, and will be in touch with Shirley thereafter. With warm greetings and good wishes. Washington, D.C. 20500 Dear Mike: The President of the U.S. League of Savings Associations, Roy Green, recently wrote President Reagan inviting him to address our Annual Convention, November 15 - 17, in New Orleans. I would like to second his invitation. It is possible that the Thrift Restructuring Act of 1982 will have been enacted by this date, which of course, is part of the President's program to establish a "level playing field" for financial institutions in America. The Garn Bill, accompanied by some decline in interest rates, could provide excellent timing for the President's address. His appearance at the U.S. League Convention would do much to demonstrate his concern for thrift problems. The President can be proud of his many accomplishments during these troubled times and could take this opportunity to communicate these facts to the financial community. I have enclosed another copy of Roy Green's letter for your information. Best regards, Gordon C. General sessions will be held in the Riverside Convention Center. Our 4,000 member companies serve over 95 million savings accountholders and provide over half of the residential mortgage financing for the American public. Our members serve the savings and borrowing public in thousand of communities in every state and Congressional district across the nation. Many are the pil- lars of their "main street" communities. They are prominent in local, civic and political affairs. It is customary that 8,000 of our top executives and their spouses attend our Annual Con- vention. Mr. President, this industry has been extremely supportive of you and your efforts to restore fiscal responsibility. Many of our members worked tirelessly in the trenches for your elec- tion, and our organization has actively supported the thrust of your Economic Recovery Program. We are deeply grateful that you are committed to allowing this industry new challenges by devel- oping deregulation legislation. You and your advisors have shown unparalleled leadership in coming to grips with the thrift crisis. For this our entire membership is eternally thankful. Few Fall post-election forums offer the unique opportunity to reinforce before a highly supportive audience the positive aspects of your program. We appreciate, of course, the tremendous demands on your active schedule. If, however, our meetings on Monday, Tuesday and Wednesday, November 15, 16 and 17, coincide with your sched- uling arrangements, we would be honored to welcome you to our platform. We would be happy to defer to your needs as to the precise time and arrangements.
