Dear Mr. Deaver:
In thinking about the upcoming debate in the House of
Representatives on the Constitutional Amendment requiring
a balanced budget, it recently struck me that those sup-
porting the measure might best focus public opinion
against those opposing or leaning against the Amendment
by casting such a position in opposition as a vote for
high interest rates. Certainly, the enormous pressures
placed on the capital markets by the federal government's
borrowings to cover its excessive spending is the primary
cause of high interest rates.
I hope you'll find this line of reasoning useful.

Dear Mike:
While I am sure you have heard from other Physicians and Medical
Organizations, let me add my voice to those recommending the
repeal of the Regulation of Section 937 - PL 96-499. This regu-
lation would permit post operative care following cataract surgery
to be performed by Optometrists.
Optometrists can perform valued health services in refracting
eyes without significant eye disease. To have them manage the
care of post operative cataract patients would be an injustice not
only to them but, more importantly, to the patients. It would be
like allowing the post operative care of general surgery patients
with carcinoma of the intestines to be managed by the dietician.
Quite simply, the facts are these:
1. Optometrists are just not qualified to recognize post
operative difficulties, not competent to treat any of
them. Only Ophthalmologists, trained to perform and
follow up ocular surgery, are competent to diagnose and
treat post operative complications.
2. The above facts are especially poignant when you con-
sider that Cataracts and Cataract surgery effect nearly
one third of over twenty five million Americans over the
age of 65.
3. Cataract surgery is now reported to be the most frequently
performed major surgical procedure in America. New
techniques and new sophisticated equipment have dramatic-
ally improved results and reduced Hospital time but have
demanded a marked increase in surgical skills and post
operative care.
4. Well meaning people who may have approved this regulation,
thinking to reduce costs, are totally in error. The use
of Optometrists, even if they were qualified, superimposes
significant additional and unnecessary expense. The best
estimates of which place these costs in the tens of millions
of dollars.

5. There are more than enough fully qualified Ophthalmolo-
gists available to handle cataract surgery and post
operative care. The cost of post operative care, in
as virtually all cases, is included in the cost of the surgery.
As you can see, this Regulation is a step backward in the quality
of health care. I beg you to use your good offices to persuade
the Health Care Financial Administration of the Department of
Health and Human Services to repeal this Regulation. The President,
during his campaign and throughout his administration, has inveighed
against unnecessary and stultifying regulations. PL 96-499 is
surely one of these.
Every patient is entitled to the very best possible health care.
I would want no less for any of my family I for your family or
any other human being.

The President of the U.S. League of Savings Associations,
Roy Green, recently wrote President Reagan inviting him to
address our Annual Convention, November 15 - 17, in New
Orleans. I would like to second his invitation.
It is possible that the Thrift Restructuring Act of 1982
will have been enacted by this date, which of course, is
part of the President's program to establish a "level
playing field" for financial institutions in America. The
Garn Bill, accompanied by some decline in interest rates,
could provide excellent timing for the President's address.
His appearance at the U.S. League Convention would do much
to demonstrate his concern for thrift problems. The
President can be proud of his many accomplishments during
these troubled times and could take this opportunity to
communicate these facts to the financial community.

Congratulations on the recent visit to the Knights of
Columbus Convention. My feedback from contacts within the
Catholic Church indicate a most positive response that left
more than a temporary impression. I also, had the occasion
to see the Knights of Columbus Special which aired last
Sunday in Connecticut. The President received excellent
coverage. In my opinion, any personal appearances and
direct appeals by the President to Catholics and ethnics
is an absolute plus. They love him but they need to be
reminded why.
