You have asked for guidance in responding to a letter from
the CEO of United Artists, Jerry Weintraub. In his letter
Weintraub offered to have Sylvester Stallone present to the
President the gloves and robe worn in the current film
"Rocky IV." The gloves and robe would be displayed at the
Smithsonian.
The attached draft reply for your signature declines Weintraub's
offer. It seems clear to me that the presentation contemplated
by Weintraub would be little more than a publicity stunt to
promote the film.

Pete Roussel has asked for guidance in responding to a
letter from the CEO of United Artists, Jerry Weintraub.
In his letter Weintraub offered to have Sylvester Stallone
present to the President the gloves and robe worn in the
current film "Rocky IV." The gloves and robe would be
displayed at the Smithsonian.
"Rocky IV" is a current, Christmas season release, and
Weintraub's offer seems a rather transparent publicity stunt
to promote the film. With the Rambo comments and White House
dinner invitation, the President has already given Stallone
more than his fair share of free publicity. I have prepared
the attached draft for Roussel's signature, declining the
offer. A transmittal memorandum for your signature is also
attached.

Dear Peter,
Further to our telephone conversation, I would like to
proceed with the immediate implementation of our proposal
to present to President Regan for display at the Smithsonian
Institute the gloves and robe worn by Sylvester Stallone in our
current release, "Rocky IV."
In case you are not aware of it, "Rocky IV, which
opened last Wednesday in theatres across America, is the
largest Christmas season opening in the history of the
motion picture industry. We believe that the success of
this picture is a reflection of the fact that the American
people have taken into their hearts the character of Rocky
Balboa. I am certain that generations of Americans to come
would find the gloves and robe used in "Rocky IV" to be of
great interest in a display at the Smithsonian relating to the
history of motion pictures and contemporary American pop
culture.
I feel confident that we can arrange for Sylvester
Stallone to personally present these items to President Regan
in a suitable ceremony to be held in Washington and to be
attended by dignitaries from the highest levels of all
branches of the government.
Would you please arrange for someone to contact my
office immediately so that we can pursue this and agree upon
a target date for the ceremony and the other relevant
details.

Judge Gary Crippen of the Minnesota intermediate appellate
court has written to let the President know he approves of
the recent thawing in American-Soviet relations, even though
he is "not a partisan supporter of the Reagan presidency."
The attached draft reply for your signature thanks Crippen
for his encouragement, answers his Learned Hand quotation
with a better one, and cites the New Year's exchange of
greetings as evidence of continued improvement in our
relations with the Evil Empire.

such supportive letters, particularly from those who are not
partisan supporters of the Administration. As I am certain
you will agree, the cause of world peace is not a partisan
issue, but one that unites all Americans.
Your quotation of Judge Learned Hand called to mind another
of Hand's statements: "There is no democracy among human
values, however each may cry out for an equal vote."
Throughout his tireless efforts to improve relations with
the Soviets, the President has never lost sight of the fact
that our systems are not the same, that they are not morally
equivalent, that the divisions between our countries can be
traced to our fundamental belief that governments derive
their just powers from the consent of the governed, and the
Soviets' systematic denial of that principle not only in
that Soviet Union but abroad as well.
The President recently articulated the need to move toward
greater mutual understanding with the Soviets, while reaf-
firming the values at the core of our democratic heritage,
in his New Year's message to the Soviet people. In light of
your interest in this area, I have enclosed a copy of the
message for your information.

presidency. Nonetheless, it was moving for me to see your
genuine effort to improve communications with the Soviet
Union. For this you are rightfully commended and your
administration will be favorably remembered.
From my profession comes an observation which you might find
interesting on the topic of international relations:
"Even in our own interest we must have an eye to
the interests of others; a nation which lives only to
itself will in the end perish; false to the faith, it
will shrivel and pass to that oblivion which is its
proper receptacle. We may not stop until we have
done our part to fashion a world in which there shall
be some share of fellowship; which shall be better
than a den of thieves. Let us not disguise the
difficulties; and above all, let us not content
ourselves with noble aspirations, counsels of
perfection, and self-rightous advice to others."

Recommended Phone Call Regarding
Statue of Liberty Radiothon
Counsel's Office has reviewed the recommendation that the
President place a telephone call to the Hawaii Alive radio-
thon to raise funds for restoration of the Statue of Liberty.
We must recommend against placing the call.
The Statue of Liberty/Ellis Island Foundation was recently
the subject of a generally adverse "20/20" piece, and is
currently the subject of a General Accounting Office investi-
gation. When this office last reviewed the question of the
President's participation in efforts to assist the Foundation
in raising funds -- at the time of a Presidential taping on
behalf of the effort -- we were advised by Scheduling that
no further Presidential involvement was planned until the
Fourth of July activities. In light of the questions that
have been raised concerning the Foundation, we recommend
avoiding further involvement at this time.

BACKGROUND:
HAWAII LIVE has set a goal of $2,000,000
for a 48 hour broadcast. They believe
the American people will really come
through for the First Lady of Liberty,
and it is their plan to be able to
present the Ellis Island Foundation with
a check for that amount. With that in
mind, HAWAII LIVE will kick-off the
biggest weekend in FM stereo history
from the beach at Waikiki. A condensed
version of the radiothon will be aired
for the Armed Forces on July 4, 1986.

Presidential Memorandum on Grant Management
SUMMARY
This forwards for your consideration a proposed memorandum
to heads of departments and agencies, directing them to issue
common grant management regulations. Common grant management
regulations would further our Federalism and Regulatory Relief
objectives by simplifying and providing uniform guidance on
grants management to State and local governments, while main-
taining effective control over Federal grant funds.
BACKGROUND
As part of the Federalism and Regulatory Relief programs,
OMB identified its Circular A-102, "Uniform Requirements for
Assistance to State and Local Governments," and the related
agency regulations as being among those that would be reviewed
with the objective of reducing the paperwork and red tape
associated with grant programs. A task force of all the major
grant making agencies was set up under the President's Council on
Management Improvement. Its goal was to simplify and replace
over 20 sets of redundant, burdensome, and inconsistent agency
regulations or other nonregulatory guidance affecting grants to
State and local governments.
This work has been completed and a revised OMB circular
developed; but by itself, the circular will not guarantee prompt
or complete implementation of the policy and regulatory
changes. Each agency would have to follow up by independently
going through its own rulemaking process to establish the
policies legally. We do not want each agency to develop its own
regulatory version of the streamlined policies. We have recently
learned, through implementation of the A-122 lobbying policy, how
much agency practices vary and how that undercuts uniform
implementation.
Instead, we would like to skirt the regulatory thicket by
getting agencies to issue one set of regulations. The only way
to do this is to require by Executive order or Presidential memo
that it be done. We believe the memo is the better approach
here. This is the same approach taken recently in your memo on
the Uniform Relocation Act (Attachment B).
RECOMMENDATION
I recommend that you sign the proposed memorandum.

MEMORANDUM FOR HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES
SUBJECT:
Uniform Requirements for Grants to State and Local
Governments
In 1971, the Office of Management and Budget issued standards
governing the fiscal and administrative requirements for grants
and assistance to State and local governments in Circular A-102,
"Uniform Requirements for Assistance to State and Local
Governments." Circular A-102 was a significant step toward the
simplification of grants management at the time. However, after
14 years, some of the provisions are out-of-date, there are gaps
where the standards do not cover important areas, and agencies
have interpreted the circular in numerous, different ways in
their regulations. It is now time for the circular to be revised
to reflect developments consistent with our Federalism policies
and State and local regulatory relief objective, and the
President's Management Improvement Program.
A 20-agency Task Force under the President's Council on
Management Improvement, chaired by OMB, was established to review
OMB Circular A-102 and suggest ways to simplify grants management
requirements. To complete this effort, I hereby direct the
following actions:
1.
OMB will revise Circular A-102 to specify uniform,
Governmentwide terms and conditions for grants to State
and local governments and provide policy guidance to
Federal agencies on grants management.
2.
Within 90 days of the date of this memorandum, all
affected executive departments and agencies shall
simultaneously propose common regulations that adopt
the Governmentwide terms and conditions verbatim, except
where there are inconsistent statutory requirements.
Within one year of the date of this memorandum, such
departments and agencies shall issue common regulations.
3.
OMB shall consult periodically with State and local
governments and other affected organizations and
interest groups to consider improvements in grants
management.

MEMORANDUM FOR THE HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES
The purpose of this Memorandum is to improve administration
and implementation of the Uniform Relocation Assistance and
Real Property Acquisition Policies Act of 1970.
Specifically, I hereby direct the following actions:
1.
The Presidential Memorandum of September 6, 1973 on
this subject is superseded.
2.
As with other Administration management improvement
initiatives, a lead agency, the Department of
Transportation (DOT), is designated to coordinate
and monitor implementation of the Act, and consult
periodically with State and local governments and
other organizations and interest groups affected by
administration of the Act.
3.
DOT, jointly with the Department of Housing and
Urban Development, shall interact with the principal
executive departments and agencies affected by the
Act in developing Administration policy.
4.
Within 90 days of the date of this Memorandum, all
affected executive departments and agencies shall
propose common regulations under the Act. Within
one year of the date of this Memorandum, such
departments and agencies shall issue common regu-
lations under the Act. Such regulations shall be
consistent with the model policy promulgated by DOT,
in consultation and coordination with other affected
agencies, and published in final form in the
Federal Register simultaneously with this
Memorandum.
5.
DOT shall report annually to the President's Council
on Management Improvement, through the Office of
Management and Budget, on implementation of the Act.

Dear Senator Bradley:
Thank you for your recent letter to White House Chief of Staff
Don Regan. In that letter you objected to the amicus curiae
brief filed by the Department of Justice in Matsushita Electric
Industrial Co., Ltd. V. Zenith Radio Corporation. That case was
recently argued before the Supreme Court of the United States,
and is currently awaiting decision.
It is the general policy of the White House not to discuss the
merits of litigation pending before the Supreme Court involving
the United States. The views of the Administration in such
cases are formulated and presented by the Department of Justice,
in the briefs filed by that Department in the course of the
litigation.
I have, however, taken the liberty of referring your correspondence
to the Department of Justice, so that the Department will have
the benefit of your views.
