Discussion
S.J. Res. 67, which passed both Houses by voice vote, designates
October 6 through October 12, 1985, as "Mental Illness Awareness
Week," and requests the President to issue a proclamation
calling upon the people of this country to observe the week with
appropriate ceremonies and activities.
The enrolled resolution notes that mental illness is a problem
of grave concern, though one widely but unnecessarily feared and
misunderstood. It states that between thirty-one and forty-one
million Americans annually suffer from diagnosable mental
disorders involving significant disability, and that mental
illness costs our Nation $87 billion annually, including lost
productivity.
S.J. Res. 67 points out that in recent years there has been an
unparalleled growth in scientific knowledge about mental illness
which has generated a new threshold of opportunity for future
research advances. The resolution is designed to bring about
greater public understanding and encourage continued research in
the treatment and care of those suffering from mental illness.

An appropriate proclamation will be drafted and forwarded to the
White House for issuance in a timely manner.

the Bi-State Development Agency of the Missouri-Illinois
Metropolitan District.

The Bi-State Development Agency of the Missouri-Illinois
Metropolitan District was created by agreement between the States
of Missouri and Illinois in 1950 pursuant to the consent of
Congress (Public Law 81-743). (The Constitution requires the
consent of Congress to agreements or compacts between the
States.) The Agency is responsible for the planning,
construction, and maintenance of various municipal facilities
(e.g., bridges and airports) in an area encompassing the City of
St. Louis, Missouri, and several nearby counties in Illinois.
According to the House Committee on the Judiciary report on
S.J. Res. 127, the enrolled resolution would provide the consent
of Congress to additional authorities granted the Agency by new
laws passed by the States of Missouri and Illinois. The new laws
authorize an increase in the interest rate ceiling on the
Agency's revenue bonds (from 6 to 14 percent), provide the Agency
with greater flexibility in managing its properties, and permit
the construction of a resource recovery facility capable of
generating steam energy.

In granting its consent to the original compact in 1950, Congress
required that any additional powers provided to the Agency must
be approved by Congress. S.J. Res. 127 fulfills this requirement
and expressly reserves the right of Congress to amend or repeal
the consent granted. The enrolled resolution also provides that
the new powers conferred on the Agency shall be effective
retroactive to January 1, 1983. This is the effective date of
the new State laws concerning the additional authorities for the
Agency.
S.J. Res. 127 passed the House by a vote of 373-2 and the Senate
by voice vote.

Joint Resolution
To grant the consent of Congress to certain additional powers conferred upon the
Bi-State Development Agency by the States of Missouri and Illinois.
Whereas, the Congress in consenting to the compact between Mis-
souri and Illinois creating the Bi-State Development Agency and
the Bi-State Metropolitan District provided that no power shall be
exercised by the Bi-State Agency under the provisions of article
III of such compact until such power has been conferred upon the
Bi-State Agency by the legislatures of the States to the compact
and approved by an Act of Congress; and
Whereas, such States have now enacted certain legislation in order
to confer certain additional powers on such Bi-State Development
Agency: Now, therefore, be it
Resolved by the Senate and House of Representatives of the
United States of America in Congress assembled, That (a) the
consent of the Congress is hereby given to the additional powers
conferred on the Bi-State Development Agency by-
(1) Senate Bill 416, Laws of Missouri 1977; Public Act 80-377
(Senate Bill 179), Laws of Illinois 1977;
(2) Senate Bill 589, Laws of Missouri 1980; Public Act 81-589
(Senate Bill 23), Laws of Illinois 1979; Public Act 81-1419
(Senate Bill 1597), Laws of Illinois 1980; and
(3) Senate Bill 395, Laws of Missouri 1981; Public Act 82-950
(House Bill 2304), Laws of Illinois 1982.
(b) The powers conferred by the Acts consented to in subsection (a)
shall be effective as of January 1, 1983.
SEC. 2. The provisions of the Act of August 31, 1950 (64 Stat. 568)
shall apply to the additional powers approved under this joint
resolution to the same extent as if such additional powers were
conferred under the provisions of the compact consented to in such
Act.

SEC. 3. The right to alter, amend, or repeal this joint resolution is
expressly reserved.
SEC. 4. The right is hereby reserved to the Congress to require the
disclosure and furnishing of such information or data by the
Bi-State Development Agency as is deemed appropriate by the

Signature as soon as possible and no later than September 30 is
recommended in order to avoid disruption of agency operations
dependent on the authority and appropriations contained in the
continuing resolution. Current appropriations expire
September 30, 1985.
Purpose
This resolution provides funds for continuing the activities of
the Federal government through November 14, 1985 or the date of
enactment of pending appropriation bills, whichever occurs first.

Discussion
As of October 1, none of the thirteen regular appropriations
bills will have been enacted. The enrolled resolution provides
funding for the Federal government for 45 days. For the first
time in many years, the Congress has successfully passed a
continuing resolution in a routine and non-controversial manner.
It is free of non-essential or non-germane provisions. The
enrolled resolution provides funding or other authority for
projects and activities that are covered by each of the thirteen
appropriation bills.

The following bills are funded at the lower of the
House-passed or Senate-passed.

The remaining seven bills are funded at the lower of the

House, but have not yet passed the Senate. If any of these bills
pass the Senate before October 1, the funding formula will change
to the lower of the House-passed or Senate-passed rate.

While the overall funding levels are not ideal -- defense
spending is lower and non-defense spending higher than we would
like -- there are no insurmountable problems for the short
duration of this resolution. The Congress is currently working
steadily on individual appropriation bills, and we are closely
monitoring their progress to ensure spending levels consistent
with your policies.
Recommendation
I recommend that you sign the enrolled resolution. A signing
statement is attached.

Signing Statement by the President
I am pleased that the Congress has passed an acceptable
Continuing Resolution. Now, action on the regular fiscal year
1986 appropriations bills must proceed without delay. I urge the
Congress to pass all the individual bills promptly within the
levels assumed in the Congressional budget resolution and to
present to me bills that are consistent with both the need for
restraint in domestic spending and support of the defense and
international interests of the Nation. As we meet with the
Soviets to discuss sensitive and important arms control issues,
it is paticularly important that we not be hindered by lack of
Congressional action on, or inadequate support for, our FY 86
national security programs.
If the Congress cannot hold spending at its own budget resolution
guidelines, we will not have meaningful deficit reduction. The
performance to date is not encouraging. Only two of the
House-passed Appropriations bills for domestic programs are
within the guidlelines of the budget resolution. We will be
working with the Congress to achieve a more responsible outcome.

The tragedy which has unfolded in Mexico in the past
several days is of historic proportion. Thousands have lost
their lives; thousands more have been injured. The devastation
done to one of the world's great cities is massive. Nancy went
to Mexico City and saw the damage first hand. She saw the
depth of the suffering, the extent of the destruction, and the
courage and determination of the Mexican people to overcome the
catastrophe that has befallen them.

sympathy as a nation for the people and Government of Mexico.
The United States is already providing emergency medical, water
storage, and communications supplies to help alleviate the
immediate suffering from this tragic event. In addition, we
stand ready to cooperate with Mexico in long-term efforts to
recover from the effects of the earthquake. A global effort
will surely be needed, and will surely be forthcoming. The
United States will fully support such an undertaking.

This resolution reflects the spontaneous support that has
come from all sectors in the United States. State and local
governments, church groups, schools, businesses, labor unions,
and individual citizens have given generously and freely in an
effort to relieve the evident human suffering. With pride and
dignity, the people of Mexico have accepted this help from
their neighbors as they have carried out an impressive effort
of their own to save lives and to protect the well-being of
those affected.
This tragedy has demonstrated dramatically that, indeed,
we are more than neighbors. We are brothers. Their pain is
our pain. Their loss is our loss. Throughout the past
several days as citizens of Mexico waited, citizens of the
United States also waited for news of loved ones. Hundreds of
thousands called our Department of State to learn the fate of
friends and family members in the earthquake zone.
This tragedy, the shared sorrow, the spontaneous acts of
friendship and assistance -- all of these things clearly
demonstrate that our lives, our fortunes, and our futures are
inextricably intertwined. We will respond with sympathy,
knowing that -- were the situation reversed -- Mexicans would
react with the same compassion for us. As I have said many
times, we are all Americans. Here today, I say again: Todos
Somos Americanos.

Discussion
Member nations of the Food and Agriculture Organization of the
United Nations have designated October 16 of each year as "World
Food Day" as a means of alerting the public to the increasingly
dangerous world food situation. Accordingly, S.J.Res. 72
designates October 16, 1985, as "World Food Day" and authorizes
and requests the President to issue a proclamation calling upon
the American people to observe that day with activities which
explore ways the United States can further contribute to the
elimination of world hunger.
The enrolled resolution passed both Houses of the Congress by
voice vote. A draft proclamation will be forwarded for your
consideration shortly.

H.J. Res. 79 designates the week beginning October 6, 1985, as
"National Children's Week," and requests the President to issue a
proclamation calling upon the public to observe the week with
appropriate ceremonies and activities. The resolution passed the
House and Senate by voice vote.
The resolution notes that the 65 million children in the country
are its most precious resource and its greatest hope for the
future. The designation of the week is intended to focus on the
needs of children and the community services available to them.
Since the Congress did not enact H.J. Res. 79 until after the
designated week had already passed, we recommend that the
President not issue a proclamation, and, accordingly, have not
sent a proclamation to the White House.
