Ses ITALY: VARIOUS SOURCES INDICATE THAT THE RED BRIGADES (BR) ARE ATTEMPTING TO REORGANIZE IN NORTHEASTERN ITALY. THIS PAGE 03 RULYSG67501 S ECRE NOFORN WNINTEL REORGANIZATION IN THE VENETO AND FRIULI-VENEZIA GIULIA REGIONS IS BASED IN VENICE. OFFICIAL INVESTIGATIONS HAVE RECENTLY LED TO THE ARREST OF FIVE PEOPLE ACCUSED OF SUPPORTING THE BR, ATTEMPTING TO REORGANIZE FORMER CELLS OF BR AND "ANTONOMOUS" BR PERIPHERALS INTO A VIABLE, INTERNATIONAL-ORIENTED BR. SEPARATELY, A REPENTENT FORMER LEADER OF THE FRONT LINE (PRIMEA LINEA PL) IN EXILE IN KENYA STATED TO THE PRESS THAT THE BR HAS REORGANIZED IN FOUR MAJOR CITIES IN ITALY IN AN "EXTREMELY EFFICIENT AND DANGEROUS MANNER." HE APPARENTLY DID NOT NAME THE INDIVIDUAL ITALIAN CITIES BUT DID SAY THAT PARIS IS THE HEADQUARTERS OF THE ORGANIZATION. CAMCONSUL TRIESTE 111300Z FEB 84; AFOSI DET 6803 AVIANO AB IT 131700z FEB 85) ATAC COMMENT (C/NF): THE BR MOVEMENT HAS BEEN RELATIVELY INACTIVE IN NORTHERN ITALY SINCE THE POLICE CRACKDOWN FOLLOWING THE DOZIER KIDNAPPING. THE PREVENTIVE DETENTION REFORM LAW, WHICH WAS DUE TO EXPIRE THIS MONTH, HAS BEEN EXTENDED UNTIL NOV 85, PREVENTING THE RELEASE OF OVER 1,300 DETAINEES AWAITING TRIAL. THIS LAW ALLOWED FOR THE JAILING OF NUMEROUS SUSPECTS IN 1981 AND 1982, AND HAS SEVERELY HAMPERED THE BR. FOR THE TIME BEING, ITALIAN OFFICIALS ARE CONFIDENT THAT THEY ARE STILL IN CONTROL OF THE SITUATION IN THE NORTHEAST. THE ELEVEN HAD BEEN TRIED AND FOUND GUILTY OF "VIOLENCE AGAINST PUBLIC OFFICIALS" DURING A 14 APR 84 TRIAL IN RAGUSA, AND WERE SENTENCED TO EXPULSION FROM ITALY. THE 21 FEB 85 TRIAL IS A HEARING ON THE APPEAL OF THAT CONVICTION. EXPECTED TO ATTEND THE APPEAL HEARING ARE MEMBERS OF THE FOLLOWING PACIFIST GROUPS: CENTER FOR PEACE INITIATIVES (CFDIP), COMMUNICATIONS AND DIRECT ACTION (CAD), AND THE CITY COORDINATING COMMITTEE FOR CONSCIENTIOUS OBJECTORS (CCODC). ITALIAN SECURITY AUTHORITIES INTEND TO MONITOR CLOSELY ANY DEMONSTRATIONS AND PLAN TO ISOLATE ANY "AGITATORS."
