CAFE WHICH HE DESCRIBED AS A "DRUG HANGOUT". PARENTS OF RADELAT
ARE IN GUADALAJARA LOOKING FOR HIM. FORMAL REQUEST FOR POLICE
ASSISTANCE IN THE SEARCH FOR THE MEN BEING MADE FEBRUARY 15.
END SUMMARY
1. AMCIT JOHN CLAY DPOB OCT. 5, 1948, WASHINGTON D.C.
DESCRIBED AS BEING 5'10", 140, DARK HAIR AND EYES, WEARS GLASSES,
VIETNAM VET, DEEP SCARS ON HIS LEGS. ALBERTO RADELAT, DPOB
MARCH 10, 1952, CUBA (NATURALIZED), 5'7", 145 POUNDS. DARK HAIR
AND EYES, WITH A BEARD, VERY LATIN IN APPEARANCE. THE MEN WERE
LAST SEEN EITHER WEDNESDAY JAN. 30, OR THURSDAY JAN. 31 IN THE
VICINITY OF WALKER'S APARTMENT. WALKER IS LIVING TEMPORARILY
IN GUADALAJARA; RADELAT HAS BEEN VISITING HIM FOR A NUMBER OF
WEEKS.
2. CONOFF WERE CALLED WEDNESDAY FEB. 13 BY PROPRIETOR
OF A SMALL RESTAURANT PATRONIZED BY THE AMERICAN COMMUNITY,
AND WHO IS WELL AMD FAVORABLE KNOWN TO OFFICERS OF THE CONSULATE.
HE RELATED THE FOLLOWING STORY: WALKER AND RADELAT WERE LAST
SEEN BY HIM EITHER JANUARY 30 OR 31 AND TOLD HIM AT THAT TIME
THAT THEY PLANNED TO VISIT A CAFE IN AN OUTLYING DISTRICT OF
GUADALAJARA. INFORMAT TOLD CONOFS THAT THE CAFE WAS A "DRUG
HANGOUT" AND THAT HE HAD BEEN THERE ONCE WITH THE TWO MEN AND
FOUND IT UNSAVORY. NO ONE HAS SEEN THE TWO MEN SINCE.
3. RADELAT PLANNED TO TRAV L BACK TO THE U.S. ON FRIDAY,
FEBRUARY 1 BUT FAILED TO PICK UP HIS TICKET. WALKER HAD A DATE

FAILED TO KEEP A DATE, AND WHEN SHE CALLED HIS APARTMENT TO SEE
WHAT HAD HAPPENED THE LANDLADY TOLD HER SHE HAD NOT SEEN HIM
SINCE THURSDAY. LANDLADY ALSO SAID HE HAD NEVER DEPARTED ON
A TRIP WITHOUT FIRST INFORMING HER. WALKER'S CAR, A 1974 OR 75
FORD GALAXIE WAS NOT AT HIS APARTMENT. MEN PRESUMABLY USED
IT WHEN THEY LEFT THE APARTMENT. ITS HAS MINNESOTA PLATES ENS 315.
4. ON THURSDAY, FEBRUARY 14 A VICE CONSUL VISITED WALKER'S
APARTMENT AND FOUND IT IN A CONDITION SUGGESTING THAT THE MEN
WERE NOT ON A TRIP BUT LEFT, PLANNING TO RETURN. ALL RADELAT'S
CLOTHING WAS IN THE APARTMENT, AS WELL AS HIS I.D. AND TRAVELER'S
CHECKS.
5. RADELAT'S PARENTS CAME INTO THE CONSULATE ON FRIDAY,
FEBRUARY 15. THEY HAD MET THE FLIGHT ON WHICH THEIR SON WAS
TO RETURN HOME FEB. 1, AND HE, OF COURSE, WAS NOT ON IT. DR.
RADELAT INFORMED CONOFF THAT HIS SON HAS PSYCHIATRIC PROBLEMS
DUE TO EXCESSIVE USE OF ALCOHOL. HE SAYS HE DOES NOT THINK
HIS SON IS USING DRUGS, BUT THAT HE WAS ARRESTED FOR POSSESSION
OF MARIJUANA WHILE HE WAS IN COLLEGE.
6. CONSULATE PERSONNEL WILL ACCOMPANY DR. AND MRS. RADELAT
TO OFFICE OF STATE DISTRICT ATTORNEY TO MAKE A FORMAL REQUEST
FOR POLICE ASSISTANCE (A DENUNCIA). WE ALSO MAKE THE DENUNCIA
ON BEHALF OF MRS. FLORENCE WALKER, JOHN'S MOTHER, WHO IS MAILING
HER WRITTEN CONSENT TO THIS ACTION TO THE CONSULATE TODAY.
7. ALL USUAL STEPS TAKEN IN LOCATING MISSING PERSONS ARE
BEING TAKEN. FAMILIES WILL SUPPLY PHOTOGRAFHS FOR DISTRUBUTION.

8. (U) INDIAN OCEAN/AFRICA ACTIVITY:
A. (U) PERSIAN GULF: THE SMALL SAUDI OIL TANKER "MOHAMMED
AL-BAKRI" REPORTEDLY WAS ATTACKED ON 19 FEB 85 BY AN F-4 PHANTOM
FIGHTER AIRCRAFT (PRESUMABLY IRANIAN) IN THE PERSIAN GULF 20 MILES
NORTH OF QATAR. ACCORDING TO REPORTS, THE AIRCRAFT FIRED A MISSILE
WHICH FELL SHORT AND EXPLODED IN THE WATER 500 METERS TO STARBOARD
OF THE SHIP. NO INJURIES WERE REPORTED BUT THE SHIP WHICH WAS
REPORTED TO BE ENROUTE TO THE SAUDI ARABIAN PORT OF R'AS TANNURAH
SUSTAINED MINOR DAMAGE. (FBIS 191829Z FEB 85)
ATAC COMMENT (S/NF/WN): IRAN HAS EXPERIENCED A STEADY ATTRITION OF
ITS TACTICAL AND PATROL AIRCRAFT AND CREWS DUE TO COMBAT AND
ACCIDENTS, AND HAS NOT BEEN ABLE TO REPLACE THEM. A LATE REPORT
CCINCUSNAVEUR 191810Z FEB 85) REVEALED THAT THE RECENT CRASH OF A
P-3 ORION HAS NOW REDUCED THE NUMBER OF OPERATIONAL P-3'S TO ONE.
IMAGERY SHOWS P-3 DEBRIS SOUTHWEST OF THE RUNWAYS AT SHIRAZ. ,IN
THE PAST, THESE P-3'S HAVE BEEN USED TO CONDUCT MARITIME PATROL
MISSIONS IN THE PERSIAN GULF AND NORTHERN ARABIAN SEA. WITH REGARD
TO OTHER AIRCRAFT, CURRENT UNEVALUATED INFORMATION REVEALS THAT ONLY
