NATIONAL SECURITY DECISION
DIRECTIVE NUMBER 146
The FY 1985 GRENADIER Nuclear Test Program 1st
Programmatic approval of the FY 1985 GRENADIER Nuclear Test
Program proposed by the Department of Energy is granted. In
implementing the GRENADIER program, the following guidance will
apply:
--
All tests associated with GRENADIER will be conducted in
compliance with the Limited Test Ban Treaty, with the
National Environmental Policy Act, and in accordance with the
existing nuclear testing limitations policy as outlined in
NSDD 51.
-- The Department of Energy shall review each test with
design yields near 150 kilotons to reasonably ensure that the
device yield does not exceed the Threshold Test Ban Limit.
-- Due to the Non-proliferation Treaty Review Conference,
tentatively scheduled for August-September, 1985, the
Department of Energy will coordinate the final scheduling of
specific tests during this period with State and Defense. (S)
Continue to coordinate public affairs activities related to the
implementation of the GRENADIER program, as appropriate, in
advance of test events. (U)
The five-year projection of nuclear tests is noted. (U)
The FY 1986 Nuclear Test Program should be provided for approval
by September 1, 1985. (U)
