Dear Sirs: I am sending herewith a new draft of the proposed letter to the present preferred and common stockholders of the Company, offering to permit them to subscribe for new shares of a company to be formed for the purpose of taking over certain possible pharmaceutical and medical develop- ments connected with the production and sale of radium in the United States. You will notice that I have changed the provision of the letter with reference to the nature of the preferred stock to be issued by the new company. The plan of the Com- mittee to distribute one share of common stock as a bonus with each share of preferred stock purchased is prohibited by law.
