Margy Waller 07/17/2000 05:25:43 PM Record Type: Record To: Matthew D. McKearn/OMB/EOP@EOF CC: See the distribution list at the bottom of this message bcc: Subject: Re: draft child care performance measure description My proposed changes. I do not think that the 3rd measure addresses accessibility for subsidy holders. If there are lots of expensive regulated slots and the state's co-pay or payment standard does not provide equal access, it will not help subsidy holders. That's why I think our review is all we need - but, in any case we shouldn't call the third measure 'accessibility'. From: Matthew D. McKearn on 07/17/2000 04:57:34 PM From: Matthew D. McKearn on 07/17/2000 04:57:34 PM Record Type: Record To: See the distribution list at the bottom of this message CC: Subject: draft child care performance measure description attached is a draft one-pager for Barbara providing background on the child care performance measure. Please e-mail comments and I will forward the final to Barbara. Thanks. Matthew cchighperformance.w --- DRAFT --- Child Care High Performance Bonus Measure Background HHS' proposed final rule for the high performance bonus does not include a measure for child care, despite strong commentor support for the measure and HHS' acknowledgment that child care is of critical importance to working families and welfare reform. In general, HHS cited concerns about encouraging unintended State behaviors and the additional data requirements and burden associated with creating an acceptable measure in declining to include a measure at this time. OMB and DPC have worked together to develop a measure that rewards high performance
