Following introductery resaris by Governor Adame who then left the meet-
ing and turned at over to itr. Gerald Hergan, Mr. Castle described the problen
posed by the desirability of holding international ceremonies upon the open-
ing of the St. Lewrence Senuay on or before June 23, 1959.
Castle notad that the Queen would probably visit Canada to attend
the opening ceremonies of the Seasuay and that at was assured that the President
would wish to participate in these cerononies whether the Queen attended or
in her absence the Prime Minister of Canada. He said that it appeared de-
sizable to have the on the international boundary lout that a problem
arose sinee the most suitable spot on the boundary was at Cormall-Massens
where a long narrow bridge spanned the waternay. lie also eut that
a major problem arose in making arrengements for visitore to travel to the
opening cerenonies and in settling questions of protosol involving the
Cabinet, the Congrees, Governors of riparian states and Mayors of principal
cities altunted on the Great Lakes. He also spoke of the desirability of
